Position within the Department of Ecology’s Environmental Assessment Program (EAP) to manage and direct the Eastern Operations Modeling/TMDL/Groundwater Unit staff, who conduct surface water, groundwater, and effectiveness monitoring studies.
Location Options- Central Region Office in Union Gap, WA.
- Eastern Region Office in Spokane, WA.
- Applicants must live within a commutable distance from the duty station.
- Eligible for telework and flexible schedule, with a minimum of three days per week in the office.

What makes this role unique? Contribute to the agency’s mission by developing and implementing scientifically credible monitoring programs across multiple agency objectives. Manage highly technical staff of research scientists, biologists, and engineers, overseeing hydrologic and hydrogeologic projects, planning, directing, and ensuring compliance with state and federal regulations. Make tactical and strategic decisions guided by reliable policies and precedents.
- Recruit and hire unit staff in accordance with the collective bargaining agreement and civil service rules.
- Plan, lead, and control the work performed by the unit; ensure effective use of resources and enhance employee effectiveness through appraisal and professional development.
- Develop workload plans, coordinate annual planning, set priorities, assign tasks, facilitate project teams, monitor status, and ensure timely assignments.
- Evaluate staffing needs, prepare position descriptions and essential functions analyses, recommend staff hires, arrange training, evaluate performance, and recommend corrective actions.
- Manage unit budget, monitor expenditures, and approve leave, timesheets, training requests, travel vouchers, and purchasing requests.
- Ensure timely completion of scientific reports, publications, Environmental Indicators, and other required products; review QAPPs, memoranda, and technical reports for scientific validity and regulatory compliance.
- Prepare unit goals and objectives, communicate section and agency activities to staff, coordinate monitoring activities with other unit supervisors, and produce monthly reports.
- Serve as lead contact for policy and program development for the MTG Unit, liaise on inter‑program and inter‑agency work groups, and coordinate with relevant governmental, professional, and industry officials.
Required Qualifications
Three years of experience (full‑time equivalent) in conducting water quality monitoring, groundwater investigations, watershed management, or related environmental work. A bachelor’s degree in a natural science field or equivalent is required. Knowledge of surface water monitoring, groundwater investigations, biological assessment, stream flow, and ecosystem characteristics is essential. Demonstrated knowledge of environmental monitoring and assessment methods is required.
All experience and education combinations that meet the requirements:
• No college credit hours or degree – 9 years of experience.
• 30‑59 semester or 45‑89 quarter credits – 8 years of experience.
• 60‑89 semester or 90‑134 quarter credits (AA degree) – 7 years of experience.
• 90‑119 semester or 135‑179 quarter credits – 6 years of experience.
• Bachelor’s degree – 5 years of experience.
• Master’s degree – 3 years of experience.
• Ph.D. – 2 years of experience.
- Demonstrated skill in writing clear technical reports.
- Ability to deliver oral presentations on technical subject matter.
- GIS mapping skills.
