Financial Services Division (FSD)The Financial Services Division (FSD) provides professional accounting and budget services that support Commerce’s financial health and compliance objectives. Serving all agency employees, vendors, contractors, and by extension communities across Washington, FSD is critical to Commerce’s effectiveness, efficiency and success.
The Financial Business Process and Data Manager serves as FSD’s principal financial subject matter expert and liaison for the agency’s financial systems transition from the Agency Financial Reporting System (AFRS) and other enterprise and Commerce legacy systems to Workday as part of the statewide OneWA initiative. This position plays a vital leadership role in ensuring that the agency’s financial operations, data, and business processes are accurately mapped, transitioned, tested, and adopted within the new Workday environment.
The Financial Business Process and Data Manager is responsible for the development, implementation and management of an effective and efficient agency budget reporting and systems infrastructure. The position ensures that financial data is organized in a way that meets the agency’s business needs. This includes responsibilities such as establishing data standards, leading development of the Foundational Data Model (FDM) for Workday, and leading the documentation of current-state and future-state financial business processes.
They regularly evaluate agency financial reporting and system gaps and identify solutions to address those needs. This person will help develop the organizational change management plan for the transition to Workday, and provide or facilitate training to impacted personnel.
As the agency lead for budget data and systems, this position is the agency’s primary representative on statewide financial system issues, including: the One Washington Initiative;
Agency Financial Reporting System (AFRS);
Agency Budget System (ABS);
Capital Budget System; etc. This position provides system access and supports appropriate internal controls related to permissions.
- Establishes data integrity standards for financial data systems including the Agency Financial Reporting System (AFRS), Agency Budget System (ABS), Capital Budget System (CBS), The Allotment System (TALS), the Contract Management System (CMS), and others as required.
- Serves as the agency’s primary point of contact and subject matter expert for creation, maintenance, and oversight of the Foundation Data Model (FDM) within Workday.
- Implements and monitors the FDM structure to ensure accurate alignment with Commerce’s financial operations, organizing and tracking revenues and expenditures for both high-level reporting and detailed analysis.
- Collaborates with the agency’s Central Budget Office to incorporate fiscal year appropriation updates, ensuring the FDM reflects approved budget structures, funding sources, and legislative intent.
