2ndWave LLC (2ndWave) is seeking a Project Management Journeyman to provide project management services in support of an anticipated Federal contract in the Washington, DC metropolitan area.

Position Summary

The Project Management Journeyman is a skilled professional who directs and manages project execution for the Verification Division (VER), ensuring schedule and performance goals are met. This individual develops project plans, monitors progress, and coordinates with stakeholders and team members to overcome obstacles and deliver project success.

Essential Duties and Responsibilities
  • Facilitate and promote enterprise-wide collaboration among VER, the Field Operations Directorate (FOD), USCIS, and DHS, as well as the broader immigration enterprise (e.g., SSA, DOL, DOS, and other federal, state, and local agencies).
  • Ensure policy and operational alignment through regular coordination meetings, documented action items, and tangible process improvements.
  • Develop and implement data-driven strategies to optimize operational efficiency, supported by quarterly progress reports on key performance indicators (KPIs).
  • Deliver business requirement documentation, including process flow diagrams, use cases, and functional specifications, to support IT development initiatives.
  • Implement and scale Agile methodologies with clearly defined roles, responsibilities, and success criteria; support Agile training and coaching sessions.
  • Establish and maintain governance artifacts (e.g., RACI charts, project charters, gate reviews) and maintain Agile project management artifacts, including sprint plans, retrospectives, and risk logs with version control.
  • Develop project plans and change management strategies for business process transitions, including identification of beta/shadowing approaches for technology insertion and development of an operational ready-line strategy.
  • Support workforce training and stakeholder engagement, including preparing end users for alpha/beta feature testing and conducting user acceptance testing (UAT) with documented feedback loops.
  • Support operational readiness by collaborating with subject matter experts (SMEs) to develop decision criteria, evaluate alternative solutions, and weigh pros, cons, risks, and project metrics.
  • Implement knowledge management tools to capture lessons learned and best practices for continuous improvement.
  • Provide product owner and project management support, applying relevant methodologies and certifications (e.g., CSM, CSPO, PMP) as appropriate to the assignment.
  • Develop project roadmaps and implementation plans reflecting people, process, and technology efforts, executed in an Agile, measured, and implementable manner.
  • Support project health assessments, identify risk, and recommend mitigation strategies; coordinate with stakeholders to improve product delivery, applying Agile methodology and PMBOK practices.
  • Track project outcomes against USCIS objectives and provide monthly status reports.
  • Support end-to-end project execution, including testing, integration, deployment, and post-deployment evaluation.
  • Support reporting of project and product implementation, including recurring reporting, repeatable artifacts, and post-deployment reports covering performance metrics, lessons learned, and improvement recommendations.
Note on Qualifications

The solicitation designates this role as a labor category under SOW Section 5.0 rather than as Key Personnel under Section 2.2.1. Accordingly, the RFP does not specify minimum education, experience, or certification requirements for this position, unlike the Key Personnel roles (SME Program Manager, SME Business Analysis and Facilitation, and Journeyman Communication Strategist/OCM). The awarded contractor is responsible for establishing and documenting qualification standards for this labor category consistent with a journeyman-level project management role and the Bureau of Labor Statistics Standard Occupational Classification (SOC) mapping required under Attachment J-1, OASIS+ Labor Categories.
