Business Technology Integrators (BTI) is a Service-Disabled Veteran-Owned Small Business (SDVOSB) with more than 25 years of experience delivering innovative and reliable IT and engineering solutions to the Federal Government. BTI supports mission-critical programs across defense and civilian agencies, with core expertise in cybersecurity, program management, enterprise IT, and technical oversight services.

Position Overview

The Senior Business Analyst will support the EEOC’s enterprise information technology, business transformation, and Freedom of Information Act (FOIA) initiatives. This individual will provide expertise in business process analysis, requirements management, stakeholder engagement, application assessment, process improvement, and system modernization.

The Senior Business Analyst will serve as a liaison between agency business units, FOIA program personnel, department leadership, and Office of the Chief Information Officer (OCIO) technical teams. The Analyst will translate business needs into clearly defined requirements and communicate technical concepts in language that business stakeholders can readily understand.

The selected candidate will also perform as a qualified FOIA Systems Analyst, supporting the administration, operation, enhancement, maintenance, and continuous improvement of the agency’s FOIA program and supporting information systems.

Key Responsibilities Business Analysis and Requirements Management
  • Conduct stakeholder interviews, workshops, fact-finding sessions, and requirements-gathering meetings.
  • Identify, analyze, document, validate, and manage business, functional, non-functional, and system requirements.
  • Translate operational needs and business challenges into clear, actionable requirements.
  • Develop use cases, user stories, acceptance criteria, requirements documents, and requirements traceability artifacts.
  • Distinguish mandatory business requirements from desired enhancements, preferences, or optional functionality.
  • Review and validate project requirements to ensure proposed solutions address business needs and deliver measurable value.
  • Maintain requirements throughout the project lifecycle and evaluate the impact of proposed changes.
  • Incorporate cross-functional and interdepartmental dependencies into project planning and requirements development.
Business Process Analysis and Improvement
  • Assess current and proposed business processes, workflows, systems, and operating procedures.
  • Develop and maintain business process models, workflow diagrams, process maps, use cases, and process-flow documentation using tools such as Microsoft Visio.
  • Identify operational gaps, bottlenecks, redundancies, inefficiencies, duplicate functionality, and unnecessary manual processes.
  • Recommend solutions that improve operational performance, customer service, transparency, and business outcomes.
  • Identify opportunities to streamline workflows, automate manual processes, leverage shared services, improve system integration, and reduce duplicative capabilities.
  • Evaluate recommendations based on feasibility, business value, operational impact, risks, and alignment with agency objectives.
Stakeholder Engagement and Communication
  • Facilitate discussions with technical and non-technical stakeholders, including business representatives, FOIA program personnel, department leadership, and OCIO staff.
  • Serve as the liaison between agency business units and technical development and support teams.
  • Translate complex technical concepts into clear business language.
  • Communicate business needs, priorities, risks, issues, assumptions, constraints, and dependencies to project stakeholders.
  • Collaborate with stakeholders throughout the project lifecycle to maintain alignment with approved requirements, project objectives, and expected outcomes.
  • Prepare presentations, reports, meeting summaries, recommendations, decision documents, and other stakeholder communications.
Application and Enterprise Capability Analysis
  • Evaluate existing business applications and supporting technologies to determine alignment with agency goals and operational requirements.
  • Develop and maintain an inventory of agency applications, business capabilities, system dependencies, current functionality, and future business needs.
  • Identify opportunities for application modernization, consolidation, integration, automation, and improved service delivery.
  • Support enterprise-level information technology and business transformation initiatives.
  • Assist stakeholders in evaluating proposed applications, system enhancements, and technology solutions.
FOIA Systems Analysis
  • Serve as a liaison between FOIA program personnel, business stakeholders, records management personnel, and information technology teams.
  • Analyze existing FOIA business processes, case-processing workflows, business rules, reporting requirements, records management practices, and supporting applications.
