The Federal Research Division (FRD) is the fee-for-service, full cost-recovery research, translation, and analysis service of the Library of Congress. FRD administers the Federal Research Program, which provides research reports, translations, and analytical studies for entities of the Federal Government and the District of Columbia, and for which program there has been established in the United States Treasury a revolving fund into which funds are deposited without fiscal year limitation, as authorized by 2 U.S.C. 182c.

As Supervisory Project Manager, the incumbent will serve as first-line supervisor for 3-5 research staff and be responsible for overseeing the planning, development, control, and administration of key research and administrative activities, including approximately 3 client-facing projects, necessary to ensure a viable and efficiently managed fee-for-service program.

Responsibilities

Reporting directly to a FRD Section Head, the Supervisory Project Manager will directly supervise a group of 3-5 employees performing work up to the GS-13 level.

The Supervisory Project Manager will oversee research, analysis, and technical information development, including by establishing and supporting existing guidelines and performance expectations and providing mentorship, guidance, and feedback to direct reports.

The Supervisory Project Manager serves as an expert in the organization, development, and implementation of multiple research projects and manages the work of approximately 3 client-facing projects assigned to the Section. Additionally, this individual may serve as a project leader, team leader, or chairperson for working groups, task forces, committees, and other such forums to enhance overall division administration.

In their capacity as project manager, the individual will develop and execute detailed plans, tasks, milestone dates, and schedules to ensure proper sequencing of events and tracking of processes and costs throughout the life cycle of the projects under their management. This includes creating plans and monitoring resources, costs, and schedules; identifying project risks and formulating solutions to adhere to cost, schedule, and scope;

and reporting issues and proposed solutions to their supervisor as appropriate.

The individual is also expected to draw upon expert and authoritative knowledge of collections, resources and other experts in the field of inquiry in assembling highly complex reports and research papers for use by government officials.

Eligibility

This opportunity is open to FRD staff who have permission from their supervisor and meet the time-in-grade requirements.

GS-12 staff need to demonstrate one year of service at that grade for eligibility.

Work Schedule

The work schedule is flexitime with two on-site days/pay period required.
