Program Manager – Southeast Region. You will steer the delivery of next-generation automated fare collection (AFC) and transit payment ecosystems for major public transit agencies across Washington DC, Maryland, and Virginia. You will manage highly visible, mission‑critical infrastructure projects where complex software integration meets physical, real‑world station and bus deployments.
Key Responsibilities- End-to-End Program Delivery: Direct all lifecycle phases of complex system integration projects—from initial requirements gathering and design review through field testing, safety certification, and full revenue operations.
- Global Team Coordination: Synchronize work streams across geographically distributed teams (including offshore software development, hardware manufacturing, and localized field engineering) to maintain a unified master schedule.
- Stakeholder & Client Management: Serve as the trusted single point of contact for regional transit agency leadership, manage expectations, facilitate progress reviews, and negotiate technical or operational scope changes.
- Financial & Risk Governance: Maintain absolute fiscal oversight of programs exceeding $25M in value; proactively identify, track, and mitigate technical risks, supply‑chain bottlenecks, and deployment variances before they impact milestones.
- Subcontractor & Vendor Oversight: Manage critical third‑party vendors and field installers, ensuring strict adherence to key performance indicators (KPIs), service‑level agreements (SLAs), and rigorous regional transit safety standards.
- Experience: Minimum of 6–8 years of progressive program management experience, specifically leading large‑scale system integration projects within transit fare collection, electronic payments, tolling, or highly parallel mission‑critical public infrastructure.
- Education: Bachelor’s degree.
- Methodologies & Tools: Proven mastery of both Agile and Waterfall project management frameworks; deep proficiency with enterprise scheduling and tracking software (e.g., MS Project, Jira, Confluence).
- Leadership: Demonstrated experience leading matrixed, global teams across multiple time zones without direct line‑reporting authority.
- Location & Mobility: Must be based in or willing to relocate to the DMV region. Ability to travel frequently to local client sites and regional transit hubs for field alignment, compliance testing, and executive governance meetings.
- Education: Degree in Electrical Engineering, Mechanical Engineering, Systems Engineering, Computer Science, or a related technical discipline.
- Industry Credentials: PMP (Project Management Professional) certification and/or Scrum Master (CSM) certification is highly desirable.
- Domain Expertise: Deep technical familiarity with Account‑Based Ticketing (ABT), open payments (EMV contactless), mobile ticketing applications, virtual transit cards, and regional data clearinghouse operations.
- Procurement Knowledge: Strong working knowledge of public sector procurement processes, Federal Transit Administration (FTA) guidelines, and regional transit agency operating environments in the DMV.
