Job Summary

The Fiscal Analyst 3 serves as a senior fiscal and technical resource supporting the Senior Accountant. This position performs specialized and complex accounting and fiscal activities across Banking, Budgeting, Accounts Payable, Accounts Receivable, and Payroll. The position independently analyzes financial information, conducts fiscal research, performs reconciliations, investigates and resolves discrepancies, and interprets financial data to support accurate and compliant fiscal operations.

The Fiscal Analyst 3 schedules and reviews computer-generated financial reports, analyzes data from multiple financial systems and sources, and develops or recommends solutions to fiscal issues. The position applies Generally Accepted Accounting Principles (GAAP), applicable state and agency policies, procedures, and regulations to accounting and fiscal activities; identifies trends and discrepancies; and provides analysis and recommendations to the Senior Accountant.

The position also supports the improvement of fiscal procedures, internal controls, reporting processes, and financial systems.

Reporting Structure/Supervisory Relationship
  • This position reports to the Assistant Director or Senior Accountant as assigned.
Responsibilities Essential Functions
  • Provides specialized banking and cash management support by setting up and transmitting wire transfers, uploading Accounts Payable checks into Positive Pay, resolving check-clearing exceptions, verifying Community Education batch totals, and identifying cash receipts and disbursements requiring entry into the agency's financial management system.
  • Reviews daily batch activity and relevant financial reports to identify open, incomplete, unusual, or incorrectly posted transactions; coordinates with the Senior Accountant and accounts payable and accounts receivable staff to research discrepancies, initiate corrections, and ensure transactions are accurately and timely recorded.
  • Prepares, reviews, and enters general ledger transactions to record, adjust, and reclassify daily, weekly, monthly, and annual accounting activity; analyzes supporting documentation and account activity to determine appropriate accounting treatment and maintain accurate account balances in accordance with applicable accounting policies, procedures and…
