Position: Revenue Agent 2 (in-training) - Bellingham

Position

The Department of Revenue's (DOR) Compliance Division is looking for an instinctive individual to fill a Revenue Agent 2 (RA2) in‑training to a Revenue Agent 2 (RA2) vacancy in Bellingham, WA.

Training and Salary

During the first few months, you will receive hands‑on training in the office. Telework may also be available.

If hired at the Revenue Agent 2 in‑training level, your pay will be within the salary range 45 ($3,910.00 – $5,241.00). Upon successful completion of 18 months of in‑training, your salary will increase to the RA2 range 50 ($4,410.00 – $5,929.00).

Responsibilities
  • Investigate and locate delinquent taxpayers using database searches, the internet, and third‑party resources.
  • Take collection action against non‑compliant taxpayers, which can include tax warrants, bank/wage garnishments, and revocation of business registration certificates.
  • Conduct fieldwork and investigation on delinquent accounts at taxpayers’ places of business, job sites, and residences.
  • Continuously record contact histories and taxpayer information throughout the entire process on appropriate agency systems.
  • Assist taxpayers/representatives with business registration, guidance on completing tax returns, and contacting other agencies when appropriate.
Qualifications

The required qualifications are demonstrated through experience or education in the following areas:
Communication Skills, Analytical Skills, Knowledge of Laws & Regulations, Interviewing & Negotiation Skills, Attention to Detail, and Interpersonal Skills.

  • Proven written and verbal communication skills to compose clear, concise correspondence, appeal responses, and legal style summaries; effective professional telephone communication.
  • Demonstrated ability to independently research, analyze, and evaluate complex financial information to determine tax liability, assess a taxpayer’s ability to pay, and recommend resolution options.
  • Progressive experience using investigative research tools, online databases, and third‑party information sources to locate individuals and assets.
  • Proven ability to interpret and apply complex state tax laws, rules, policies, and legal documents (e.g., RCWs, WACs, ETAs, WTDs, and orders of determination) when resolving compliance issues.
  • Demonstrated skill in conducting structured interviews and gathering information from individuals who may be uncooperative, evasive, or distressed.
  • Demonstrated ability to negotiate payment plans and resolve delinquent accounts by evaluating repayment options and collaborating with supervisors when necessary.
  • Demonstrated ability to work independently under general supervision while organizing a high‑volume workload, managing competing deadlines, and maintaining accuracy.
  • Proven ability to build and maintain effective working relationships with business owners, attorneys, CPAs, law enforcement, other agencies, and internal partners.
  • Demonstrated ability to operate effectively in both office and field environments.
  • Progressive experience using computer systems and technology to update case histories, document actions, research taxpayer accounts, and manage workflow.

Preferred Qualifications
  • Bachelor’s degree involving major study in business administration, accounting, public administration, political science, economics, criminal justice, sociology, psychology, law, or a closely related field.
  • One year of experience in personal or corporate finance, law enforcement, adjustment of claims, collection of civil debts, or another directly related field.
