About the Position The Fiscal Analyst 2 plays a key role in ensuring the accuracy, integrity, and compliance of the University's financial operations. This position oversees essential general ledger (GL) processing within the Banner Enterprise Resource Planning (ERP) system, including reviewing and posting journal vouchers (JVs) and performing fiscal period close activities. The role is responsible for generating and distributing internal financial reports to campus financial managers, supporting informed decision‑making across departments.
A critical component of this position includes creating and maintaining vendor records to facilitate timely and accurate purchasing and payment processes, as well as assisting campus departments with vendor setup and compliance questions. The Fiscal Analyst 2 also manages year‑end tax reporting, preparing, and issuing IRS Forms 1099‑NEC, 1099‑MISC, and 1042 for the University, University Advancement, and Alumni offices. Additional tax responsibilities include preparing monthly Sales and Use Tax returns, quarterly City of Bellingham Admissions Tax filings, and quarterly State Labor & Industries (L&I) and unemployment reports.
The position also supports a variety of additional annual and ad hoc financial tasks, projects, and reporting as needed to meet evolving departmental and institutional requirements.
This role requires strong analytical skills, attention to detail, and the ability to interpret and apply accounting principles and regulatory requirements while supporting a diverse campus community.
Required Qualifications
* Bachelor's degree, which includes 18 quarter or 12 semester hours in accounting, auditing, or closely related field and one to two years of relevant professional experience or equivalent education/experience.
* Two years of experience working with general ledger accounting.
* Demonstrated knowledge of and experience in applying basic accounting principles.
* Demonstrated high level of accuracy, thoroughness, and attention to detail.
* Intermediate proficiency in Microsoft Office Suite.
* Excellent communication skills, both verbal and written, and the ability to communicate accounting concepts to non-accountants in a clear and concise manner.
* Ability to work effectively with people of diverse backgrounds as a member of an inclusive team.
Preferred Qualifications
* Experience in fund accounting and/or accounting for colleges and universities.
* Experience with month- and year-end GL accounting close functions with an EFP accounting system.
* Experience with vendor setup and 1099 reporting.
* Experience with Washington state sales and use tax reporting.
* Knowledge of Ellucian Banner System.
