AMENDMENT NO. 1 Solicitation Notice – Fuels Reduction Contractor Resource Pool (IDIQ) Community Wildfire Defense Grant (CWDG)

Ferry County hereby extends the response period for the Solicitation Notice – Fuels Reduction Contractor Resource Pool (IDIQ) to encourage additional competition and participation.

All terms, conditions, requirements, and specifications of the original Solicitation Notice remain unchanged except for the proposal submission deadline.

Revised Proposal Due Date:

4:00 p.m. on July 31, 2026

Interested contractors who have not yet submitted qualifications are encouraged to do so.

1. SOLICITATION OVERVIEW

Ferry County issues this Solicitation Notice as the sole public notice to establish a Contractor Resource Pool for fuels reduction and related services within Ferry County, Washington.
The County intends to award one (1) or multiple IDIQ contracts for an initial one (1) year base period
, with up to three (3) additional one-year option periods
, not to exceed a total of four (4) years
, at the sole discretion of Ferry County.
This solicitation is issued in compliance with applicable federal, state, and local procurement requirements associated with CWDG funding.

2. PURPOSE AND SCOPE OF WORK

The purpose of this contract is to support Ferry County’s wildfire risk reduction objectives through the implementation of fuels management treatments.

2.1 General Scope

Work performed under this contract will be issued through individual Task Orders and may include, but is not limited to:

  • Wildland fuels reduction and disposal
  • Fuel break and fuel modification zone construction
  • Hazardous fuels mitigation in wildland-urban interface (WUI) areas
  • Specialized hazard tree removals
2.2 Typical Treatment Activities

Contractors shall provide all labor, supervision, equipment, transportation, materials, and incidentals necessary to perform:

  • Tree thinning and selective cutting
  • Slashing and brush removal
  • Chipping and mastication
  • Lop and scatter treatments
  • Hand-piling and pile covering
  • Pruning and vegetation manipulation
  • Hazard tree removals thru technical removal application
  • Removal and transport of biomass

All work shall comply with specifications outlined in each Task Order.

3. WORK ENVIRONMENT AND CONDITIONS

Project sites may include:

  • Natural and managed timber stands (all ages and species)
  • Shrublands and grasslands
  • Areas containing live, dead, down, and activity-generated fuels
Access Conditions
  • Access is primarily via dirt, gravel, and legacy logging roads
  • Roads may become impassable due to weather (rain, snow, thaw conditions)
  • Ferry County retains final authority to determine road accessibility and closures
4. CONTRACT ADMINISTRATION 4.1 Task Orders
  • Work will be issued through Task Order Requests / Requests for Quotes (RFQ)
  • Each Task Order will be awarded as a Firm-Fixed-Price (FFP) contract
  • Contractors in the resource pool will be invited to compete for Task Orders
4.2 Procurement Method
  • Utilize this contract vehicle or alternative procurement methods
  • Issue, modify, or not issue Task Orders at its sole discretion
4.3 Basis of Award
  • Fair and Reasonable Pricing
