About the Role

Redhorse transforms the way government uses data and technology. To support this mission, we are seeking aLegislative Affairs Specialist to support the Office of Critical Minerals and Energy Innovation (CMEI) within the Department of Energy (DOE).

In this role, you will serve as a vital link between DOE program offices, senior leadership, and Capitol Hill. You will provide strategic legislative analysis, monitor policy developments, and prepare DOE executives for high-stakes congressional engagements, hearings, and budget reviews that directly impact the future of domestic energy innovation and critical mineral supply chains.

Key Responsibilities
  • Provide quick-turnaround, objective quantitative and qualitative analysis on a wide variety of legislative, regulatory, stakeholder, and programmatic issues.
  • Monitor, track, and report on federal and state legislative initiatives, emerging technologies, and policy developments impacting CMEI technology offices and programs.
  • Coordinate the end-to-end development of policy-oriented and legislative materials, including congressional testimony, briefing packages, PowerPoint decks, memos, and hearing prep documents.
  • Prepare DOE senior management and program leadership for briefings with Congressional committees, individual Members of Congress, and committee staff.
  • Support the preparation of strategic budget briefings and materials aligned with the Congressional budget cycle for DOE leadership and external stakeholders.
  • Manage and prioritize multiple fast-turnaround legislative affairs projects simultaneously in a dynamic, high-visibility environment.
Required Experience/Clearance
  • Bachelor’s Degree (B.A. or B.S.) in Business Management, Public Policy, Public Affairs, Political Economy, Political Science, Sociology, Economics, Engineering, Science, or a related discipline.
  • 6+ years of relevant legislative/policy experience, including direct experience working on Capitol Hill (a Master’s Degree may substitute for 2 years of experience).
  • Demonstrated experience preparing briefing materials, reports, and backgrounders for senior government or legislative officials.
  • Proficiency using the Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
  • Strong oral and written communication skills with proven experience in stakeholder coordination, briefing delivery, and conflict resolution.
  • Ability to obtain and maintain the required Department of Energy (DOE) credentials/clearance
Desired Experience

We encourage all candidates who meet the basic requirements to apply, even if you do not have any of the following experience:

  • Direct experience supporting executive branch agencies (particularly DOE or related federal science/energy agencies) in a legislative affairs or policy advisory capacity.
  • Subject matter familiarity with critical minerals, clean energy technologies, energy security policy, or supply chain resilience.
  • Practical understanding of the Congressional authorization and appropriations processes, National Defense Authorization Act (NDAA), and federal energy authorization cycles.
  • Experience utilizing digital legislative tracking tools and congressional databases (e.g., Congress.gov, CQ Federal, Politico Pro).

$85,000 - $90,000 a year

The salary range provided for this position represents the anticipated base salary for successful candidates. Actual compensation will be determined based on a variety of factors, including relevant experience, education, certifications, skills, security clearance level, geographic location, market conditions, and internal equity.
