Maintenance Manager

The Maintenance Manager works under the general direction of the Director of Facilities and must be able to work independently. This position is the technical support for the Maintenance Department in that it provides support and supervision to the skilled trades maintenance staff, provides support to the other Maintenance Managers in their absence. This position is responsible for estimating labor, material costs, and developing project specifications for construction and maintenance projects.

This position leads one or two of the following subdivisions: facilities, electrical, mechanics, and grounds.

Essential Functions
  • Develop and maintain appropriate relationships with customers and staff. Excellent communication skills are necessary. This position frequently acts as the communication bridge between customers, staff and outside agencies.
  • Manages union personnel including scheduling, assigning and checking work of maintenance personnel. Train and evaluate performance.
  • Provide technical assistance and support in the electrical, facilities, mechanical and horticultural trades. Troubleshoot and solve facility related projects, issues, and problems.
  • Develop estimates on maintenance projects with input from Director of Facilities, Maintenance Managers, and Engineering staff. Oversee projects from estimates through completion.
  • Make recommendations to Director of Facilities on operating and capital improvement budgets to include replacement or acquisition of Port equipment.
  • Coordinate with Engineering division on project specifications, bid documents, securing permits for maintenance projects which go beyond routine maintenance and/or need public bid or quotations. Obtain approval from Director of Facilities.
  • Provide leadership to the Maintenance Department in support of Director of Facilities and perform duties as backup for the other Maintenance Managers in their absence.
  • Coordinate specifications for equipment purchases.
  • Responsible for implementing the Accident Prevention Program in the Maintenance Department, and ensuring compliance with OSHA and WISHA safety regulations.
  • Ensure all facilities are in compliance with the Americans with Disabilities Act (ADA) and respond to ADA facilities complaints.
  • Compile, prepare, and present reports, plans or architectural renderings to Port Commission as requested.
  • Provide technical advice, assistance and recommendations to executive staff regarding proposed or current Port projects.
  • Work with other public agencies in the development of plans; design and project management related to facilities projects.
  • Inspect all areas and facilities to assure proper care and safety standards are maintained for employees, tenants, and members of the general public. Ensure deficiencies are properly noted and maintenance corrections scheduled.
  • Work in accordance with Federal, State, County, and City laws and regulations, applicable environmental and building laws, ordinances, Port policies and procedures.
  • Be available for call-outs and after-hours response on a rotating basis.
  • Performs other duties as assigned.
  • Qualifications

    Required:
    • Broad knowledge and at least 3-5 years of progressively responsible experience in the application of technical specialty in the field of facility or building maintenance, automotive, electrical, or horticultural field. Commensurate experience in construction, contract management, project management or advanced degree in a closely related field will be considered.
    • High School Diploma or GED
    Preferred:
    • Bachelor's degree in the field of Engineering, Construction Management, Business Management, or a related field.
    • Supervisory or leadership experience.
    Licenses Required
    • Valid Washington State driver's license is required.
    • Must be able to obtain CPR/First Aid certification after hire.
    Skills and Abilities
    • Strong project management experience and the ability to manage technical projects from the initial bid through completion of the project.
    • Must have a strong ability to communicate effectively, orally, and in writing with positive negotiation skills.
    • Ability to prioritize work, analyze problems, and develop solutions.
    • Strong computer skills with the ability to learn new systems as necessary. Proficiency in MS Office suite for correspondence, report writing, budgeting, and preparing presentations.
    • Ability to obtain and maintain any and all applicable certifications and training required by regulatory agencies or the Port to perform the work.
    • Broad knowledge of cost estimating, bid preparation, and specification writing.
    Level of Authority

    The level of decision making in this position will impact the Port, Port employees, and the public. Position supervises others and may be the liaison between outside contractors and direct their work.
