JOB SUMMARY
The Airport Compliance Program Manager, in coordination with the Director of Aviation, leads the Airport’s regulatory compliance programs and ensures that all operational duties, efforts, and assigned responsibilities are fully compliant with all Port and applicable regulations. This position serves as the Airport’s primary compliance across 14 CFR Part 139 programs, the Safety Management System (SMS), and the Transportation Security Administration (TSA) 49 CFR Part 1542 security program and maintains the Airport Certification Manual in accordance with FAA and Director of Aviation requirements.
The position also supports the Airport’s FAA and Port capital programs and provides oversight of airport-wide contracts. On a rotating basis, the Airport Compliance Program Manager serves, in an on-call capacity, to manage after-hours airport operations and regulatory compliance. Shifts may be assigned as needed for operational efficiencies.
ESSENTIAL FUNCTIONS
Ensures compliance and prioritizes day-to-day airport operational, maintenance, and security-related tasks/projects in accordance with Federal Aviation Administration (FAA) requirements (including 14 CFR Part 139), Transportation Security Administration (TSA) (including 49 CFR 1542), and State, Port, and local regulations.Ensures compliance with airport rules, regulations, minimum standards, and lease agreements.Owns, maintains, and assists in the implementation of, the Airport Certification Manual (ACM), including the Airport Emergency Plan (AEP), Snow and Ice Control Plan (SICP), Airport Wildlife Hazardous and Management Plan (WHMP), and other associated Part 139 plans and records Coordinates the annual review of the AEP.Serves as a customer service representative, ensuring the Port/Airport is responsive to changing market conditions and ensures the community’s needs are met as they relate to public airports.Act as on-call 24/7 manager after business hours, weekends, and holidays, or as assigned on a rotating basis. As needed, this includes airport IROPS (irregular operations), including emergencies such as aircraft accidents, snowstorms, natural disasters, special events, security-related issues, and other operational and security issues.Leads, develops, and maintains the Airport’s Part 139 programs and Airport Security Plan, and the Safety Management System (SMS), including hazard identification, risk assessment, safety reporting, and continuous improvement of safety performance.Serves as the Airport Security Coordinator (ASC), administering the Airport Security Plan (ASP), and ensuring ongoing compliance with 49 CFR Part 1542.Acts as Cybersecurity Coordinator and serves as the primary point of contact for TSA. This includes managing the TSA law enforcement reimbursement program and airport security contracts.Leads coordination of the annual Airport Emergency Plan review and supports the triennial full-scale disaster exercise with airport staff and mutual aid agencies.Plans and conducts regulatory and ongoing safety and job training and supports the triennial full-scale disaster exercise with airport staff and mutual aid agencies.Leads compliance efforts with environmental regulations, including stormwater, hazardous materials, and wetlands preservation; maintains and updates Environmental Compliance Manual, and manages the Stormwater Pollution Prevention Plan (SWPPP) in partnership with the Port’s environmental team.Assists in administering the annual operating and capital budgets for the Aviation Department and in meeting short- and long-term planning goals.Manage the TSA law enforcement reimbursement program and airport security contracts.Provides oversight and coordination of airport-wide contracts and the FAA/Port capital program. Assist in managing and negotiating other airport contracts as assigned.Prepares and may present written and/or oral reports, presentations, and special assignments.Contributes to staff recruitment efforts.Assists in preparing and soliciting Requests for Proposals and grant applications.Supports in the review of design and construction plans, bid packages, and advertisements.Performs other duties…
