Utility Technician I/II/III
The Town of Holly Springs is searching for a Utility Technician I/II/III for our Distribution team. This position is responsible for providing daily maintenance and repair to the Town's water distribution and collection system to maintain water flow, sewer flow, and water quality throughout the Town. Reports to the Field Supervisor of appropriate division. Works under direct supervision of the Field Supervisor.
Work is checked for accuracy, quality and adherence to instructions. Employee may need to occasionally choose from defined alternatives to resolve problems but consults with Field Supervisor on matters not covered by guidelines. Incumbents have no supervisory responsibilities. This is a full-time, 40-hour per week position with the work schedule as business hours, occasional evenings, weekends, and on-call rotation. This position is also essential during emergencies and inclement weather.
The starting annual salary range is $44,304.88-$49,793.76 (Grades C,D,E).

The allocation of duties for this position will vary and will be highly dependent upon the division and certification level obtained.
- Inspects, repairs, rehabilitates and maintains water and sewer systems, including locating water, sewer and storm drains; drilling and repairing wastewater lines; detecting and repairing leaks; rehabilitating manholes; flow meters; makes sewer taps; air relief and sewer valves; sludge jug interceptors; fire hydrants and lift stations.
- Inspects manholes and records footage counts.
- Maintains and repairs lift stations including electrical equipment, pumps, floats, structures, piping and valves.
- Inputs, updates and maintains information and records using computer programs.
- Operates sewer camera system to visually inspect and document sewer line conditions.
- Locates water, sewer and storm drains using electronic equipment; installs and repairs water main valves.
- Inspects, maintains and repairs service, main and wastewater lines; detects leaks.
- Maintains, and repairs water main breaks and leaks, valves, fire hydrants, pressure reducing valves (PRV's) and pump systems.
- Cleans and repairs sanitary and storm sewers and catalogues the repairs; televises areas of infiltration, damage, buried manholes, and lines.
- Performs maintenance on storm sewer including ditching, culvert repair, replacements and catch basin rebuild and repair.
- Adjusts, repairs and replaces manhole rings and covers.
- Determines the staging of various work projects to ensure the appropriate labor, equipment and materials are utilized in an efficient manner. Transports equipment and materials to and from work sites.
- Collects water for contaminates and bacteria testing.
- Maintains up-to-date records of all maintenance activities.
- Sprays herbicides/pesticides to control weeds/mosquitoes on Town property.
- Cleans, lubricates, and performs preventive maintenance or repair on equipment.
- Ensures all activities are carried out in a safe manner; adheres to all safety regulations; ensures all regulations pertaining to the safe use of equipment are understood and followed.
- Reports all accidents to the appropriate authority. Follows all policies for reporting.
- Provides backup assistance to other department personnel as needed.
- Maintains appropriate records including complete equipment repair history, work orders, daily job card, and other related data.
- Completes written records of labor and materials used for each work project.
- Performs emergency repairs and work as necessary.
- Reports to work for after hour needs, as assigned.
- Other duties as assigned.
Knowledge
Skills and Abilities:
- Working knowledge of tools, materials and equipment used in construction and maintenance work.
- Working knowledge of municipal maintenance and construction practices.
- Working knowledge of the occupational hazards and safety precautions of the work.
- Working knowledge of environmental and regulatory requirements related to the work.
- Working knowledge of the traffic laws, ordinances and regulations pertaining to use of tools and motorized equipment.
- Knowledge of the operation, care, and repair of maintenance equipment and tools.
- Working knowledge of occupational hazards (OSHA) and safe work practices including Safety Data Sheets.
- Knowledge of Personal Protective Equipment (PPE).
- Ability to understand and follow oral and written instructions.
- Skill in organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.
- Ability to understand and effectively carry out local policies and procedures; written instructions, general correspondence, and Federal, State, and local regulations.
