Position Summary
This position reports to the Director, Government Compliance, and assists in managing the Government Compliance function across the Fairbanks Morse, LLC (FMD) portfolio of companies. The focus is on ensuring compliance with U.S. export regulations, specifically the International Traffic in Arms Regulations (ITAR) and Export Administration Regulations (EAR). The Manager will lead the development, implementation, and oversight of export compliance programs across FMD’s business, ensuring all activities comply with applicable export laws and licensing requirements.
The ideal candidate will have a strong background in export controls as well as experience in the Defense industry. Required characteristics for success include a high degree of initiative, effective communication skills, strong organization, attention to detail, and the ability to manage multiple priorities in a dynamic, fast-paced environment.
Principal Duties and Responsibilities
- Serve as the lead Empowered Official (EO), ensuring the efficient and compliant execution of the global trade program.
- Develop and implement a robust export compliance program to ensure adherence to ITAR and EAR regulations, including employee training and guidance on compliance best practices.
- Manage the classification of export products and technologies under the USML and CCL.
- Prepare, submit, and administer ITAR and EAR export licenses and agreements (e.g., DSP-5, TAAs), and support internal departments as needed.
- Responsible for the development, documentation, and administration of company policies and operating methods to satisfy regulatory requirements and provide guidance and training to staff in the interpretation and understanding of government accounting and procurement requirements.
- Develop, update, and maintain global trade policies and procedures, KPIs, and reporting
- Support post-acquisition integration of newly acquired business units.
- Assist in the preparation of accurate and timely customer representations and certifications.
- Perform other duties and special projects as assigned.
Qualifications and Educational Requirements
- Bachelor’s degree required; minimum of 7 years of relevant trade compliance experience.
- Direct experience with U.S. export control regulations, including ITAR and EAR, is required.
- Experience acting as an Empowered Official preferred.
- Experience developing and delivering training in government procurement and/or export compliance.
- Effective written and verbal communication skills.
- Comfortable engaging with all levels of the organization.
- Active or prior security clearance is a plus.
- Able to travel up to 10% of the time.
- Due to access to Unclassified Naval Nuclear Propulsion Information (U-NNPI), this position is restricted to U.S. citizens only (NOFORN). Proof of U.S. citizenship is required (U.S. Passport, Birth Certificate, or Naturalization Certificate). Dual citizenship is not permitted.
