GENERAL DESCRIPTION

Performs highly complex (senior-level) managerial work administering the daily operations and activities of an agency’s business function, division, or department. Work involves establishing goals and objectives; developing guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating business function, division, or department activities; developing and evaluating budget requests; and monitoring budget expenditures. Supervises the work of others.

Works under limited supervision, with moderate latitude for the use of initiative and independent judgment.

The Manager IV is responsible for the strategic leadership, administration, and oversight of LIDDA service coordination and related programs, including Targeted Case Management (TCM), PASRR Habilitation Coordination (HC), Community First Choice (CFC), Enhanced Community Coordination (ECC), and IDD enrollments. This position provides leadership, ensures compliance contract and state regulations, monitors program performance and quality outcomes, and supports the agency's mission of delivering person-centered, high-quality services to individuals with intellectual and developmental disabilities (IDD).

Hybrid Work Environment:
This position is eligible for a hybrid work schedule consistent with Center policy. Because this position provides leadership and oversight to multiple programs and staff, regular on-site presence is an essential function in order to provide leadership, staff supervision, collaboration, meetings, and operational oversight.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Oversees and directs the performance and operations of assigned LIDDA Service Coordination, PASRR, Habilitation Coordination, and Enrollments.
  • Manages day-to-day program operations in compliance with contractual and Center requirements.
  • Monitors program goals, contract targets, timelines, and productivity standards.
  • Assists with policy development.
  • Implements and monitors procedures, and workflows to ensure consistency, compliance, and quality service delivery.
  • Collaborates with IDD Director regarding budget needs.
  • Ensures timely, accurate, and complete documentation, including EHR records, staff documentation, timesheets, Center GPS login, and related administrative records. Reviews each data set per established expectations. Implements interactions or interventions as needed after review.
  • Facilitates staff meetings and promotes effective communication and coordination across sites.
  • Serves as a liaison with internal departments, external partners, and regulatory entities to support integrated service delivery.
  • Ensures staff maintain compliance with training and professional competency in accordance with Center and regulatory standards.
  • Communicates with other IDD leadership to support coordinated, continuous, and person-centered care.
  • Demonstrates professional, ethical conduct consistent with Center values, trauma-informed care principles, and cultural sensitivity.
  • Organizes and prioritizes responsibilities, exercising sound judgment and decision-making.
  • Demonstrate high ethical standards, trustworthiness, and personal integrity. Regular attendance, dependability, and promptness are required for the 8-5 workday or agreed upon hours 100% of the time, to ensure consistency and completeness of program’s processes.

  • Must stay compliant with all required training.

GENERAL QUALIFICATIONS Experience/Education/Licensing/Certification
  • Graduation from an accredited four-year college or university with a major course work in a field relevant to the assignment is required to include psychology, sociology, social worker and like fields;
  • Minimum of five of progressively responsible experience in IDD services.
  • Minimum of three years of supervisory or management experience.
  • Experience and education may not be substituted for one another.
