SUMMARY

Under the general direction of the Safety and Training Manager, this position is responsible for first-line direction of bus operators to ensure that transit operations are performed in a safe, efficient, timely, and courteous manner. Responsible for complying with all Hill Country Transit District (HCTD) policies and procedures and all funding source regulations and requirements.

ESSENTIAL JOB FUNCTIONS
  • Trains, coaches, counsels and advises bus operators in the proper application of rules, policies and operational procedures. Administers corrective action where appropriate.
  • Conduct driver performance evaluations, including on-board evaluations, annual performance reviews and disciplinary actions.
  • Oversees and manages the daily activities associated with daily work schedules, service readiness of transit vehicles, and completing all associated documentation using the HCTD proprietary transportation tracking system.
  • Coordinates with Fleet Maintenance to ensure that vehicle defects are repaired.
  • Oversees and manages daily field activities associated with commuter bus and micro transit buses.
  • Directs and coordinates bus services along designated bus routes within the HCTD service area.
  • Coordinates with dispatch and responds to operators' requests for information relating to operational issues.
  • Monitors routes for adverse operating conditions, i.e., construction, road conditions, weather, special events, accidents, etc., that may cause delays. Responds to operators to maintain or restore scheduled services.
  • Responds to bus accident scenes to assist and investigate the accident, and to reroute services if necessary.
  • Serves as a member of the Accident Review Committee.
  • Oversees and manages the collection of passenger revenue; the counting, recording, and depositing revenue funds. Bank deposit receipts are sent to Accounting for recordkeeping purposes.
  • Prepares a variety of reports as required or needed. Reviews and identifies any variances and addresses issues with the Director of Administration for corrections or revisions as needed.
  • Performs a variety of administrative duties to include monitoring absence and leave information, writing and submitting accident/incident reports, initiating first report of injury by operators, and reviewing and approving routine requests for leave.
  • Investigates and documents any passenger complaints or complaints from the general public and submits to the Director of Administration for resolution.
  • Provides information to the public regarding transportation services and transit policy.
  • Provides information to the Director of Administration regarding daily activities.
  • May operate transit vehicles if necessary, i.e., moving vehicles at accident scenes or around facility grounds.

    SKILLS AND ABILITIES
    • Knowledge of the rules, regulations and standard operating procedures for motor coach vehicles.
    • Ability to learn bus routes.
    • Ability to safely operate HCTD transit coaches and vehicles.
    • Ability to handle confidential and sensitive information.
    • Ability to resolve customer complaints courteously and tactfully.
    • Ability to work under stressful situations and manage multiple responsibilities. Ability to work before, during and after an emergency as required by HCTD's Emergency Management Plan to provide emergency services to the general public during emergency situations.
    • Ability to communicate effectively, and follow oral and written direction.
    • Ability to prepare accurate records and reports.
    • Ability to establish and maintain effective working relationships with staff, other agencies and the general public using tact, courtesy and good judgment.
