Position Overview

An experienced engineering leader will guide MnDOT’s District Two operations across Northwestern Minnesota, setting strategic direction, driving transportation program delivery, and championing continuous improvement. The role includes overseeing multimodal program development, fostering partnerships with legislators, local and Tribal governments, and stakeholders, and advancing innovative project delivery such as design‑build bridge and digital plan projects.

Key Responsibilities
  • Develop and execute strategic plans aligning district goals with statewide priorities.
  • Lead district engineering teams to deliver high‑quality maintenance, planning, and program services.
  • Collaborate across departments to evaluate and improve organizational performance.
  • Manage capital investment planning and budgeting, ensuring fiscal responsibility.
  • Oversee asset management initiatives and drive change management initiatives.
  • Represent the district in state, regional, and national forums; manage travel up to 25% of time.
Minimum Qualifications
  • Current registration as a Professional Engineer with the Minnesota Board of Architecture, Engineering, Land Surveying, Landscape Architecture, Geo‑Science and Interior Design (AELSLAGID), or a temporary permit if obtaining through comity.
  • At least three years of managerial experience overseeing a complex civil engineering team, providing strategic direction, resource (budget and staff) management, and policy development.
  • Demonstrated leadership in program delivery, maintenance functions, and organizational change.
  • Broad technical expertise relevant to district and division engineering and maintenance activities, including project management.
  • Experience with fiscal and human resource management, including budget planning and effective resource use.
  • Proficiency in developing and implementing innovative policies and initiatives, and exposure to the legislative process.
  • Strong relationship building skills with internal and external stakeholders.
