The Occupational Development Center (ODC), a nonprofit social enterprise, is dedicated to providing employment opportunities to individuals with disabilities and other barriers to employment. Its mission is to develop skills that empower individuals for sustainable and independent work. The organization operates across 11 communities in northern Minnesota, with three production facilities located in Bemidji, Buhl, and Roseau, offering services such as custom wood cutting, metal fabrication, industrial sewing, packaging, and assembly.

The Director of Program Services provides strategic and operational leadership for ODC’s program services across assigned locations. This role ensures high- quality, person-centered services that support individuals with disabilities in achieving meaningful employment and community inclusion.
The Director partners closely with internal leaders, community organizations, and business partners to strengthen programs, ensure compliance, support staff development, and continuously improve outcomes for the people we serve.
What You’ll Do:- Lead and manage vocational rehabilitation and employment support programs
- Supervise and develop program managers and staff
- Ensure compliance with CARF, DHS, and Vocational Rehabilitation Services standards
- Oversee intake, referrals, and service delivery processes
- Build partnerships with community employers and referral agencies
- Monitor program performance, outcomes, and continuous improvement initiatives
- Collaborate on budgeting, contracts, and resource planning
- Strong leadership, team development, and operational management skills
- Experience in disability services, vocational rehabilitation, or employment programming
- Bachelor’s degree in Human Services, Social Services, Rehabilitation, or related field (or equivalent experience)
- Knowledge of regulatory compliance and community-based services preferred
- Ability to pass Mandatory MN Department of Human Services Study.
- Must possess a valid driver’s license that is in good standing and insurable under ODC’s vehicle insurance.
