Regulatory Compliance Specialist
Introduction
The City of Bend is hiring a full‑time, regular Structural Plans Examiner III in the Building Safety Division, Community Development Department. The position is hourly, non‑exempt, and represented by the City of Bend Employee Association (COBEA). The Examiner will review building plans for compliance with codes and city requirements, collaborate with owners, design professionals, and city staff, and support projects from concept through approval.
Responsibilities- Review commercial plans and development projects for compliance with applicable building codes, standards, and City requirements.
- Manage workload to ensure timely and accurate completion of plan reviews.
- Coordinate reviews with the Building Division and other departments to apply codes consistently.
- Build and maintain relationships with internal staff, external partners, and the development community.
- Participate in pre‑application conferences, team meetings, and department meetings to support project coordination.
- Provide guidance, coaching, and training to new or developing team members.
- Contribute feedback and recommendations to improve processes, policies, and procedures.
- Assist with updating internal documents, resources, and review materials.
- Evaluate Alternate Means and Methods requests, exercising professional judgment for code compliance and safety.
- Associate’s degree from a two‑year college or technical school, or an equivalent combination of education and experience sufficient to perform essential duties.
- Strong situational awareness, sound judgment, and a collaborative approach.
- Excellent communication skills and a positive, resilient attitude.
- Working knowledge of commercial plan review across disciplines—structural, mechanical, accessibility, energy, and fire‑life safety systems.
- Experience reviewing diverse project types including tenant improvements, mixed‑use developments, podium structures, and specialized facilities.
- Ability to apply Oregon Structural Specialty Code (OSSC) to residential (R‑1, R‑2) and commercial occupancies.
- Oregon Inspector Certification (OIC)
- One of the following Oregon certifications:
- A‑level Plumbing Inspector (PI)
- A‑level Electrical Inspector (EI)
- A‑level Structural and Mechanical Inspector (SIA & MIA)
- A‑level Plans Examiner and Fire & Life Safety Plans Examiner (PEA & PEF)
- Valid Oregon driver’s license.
- Experience with electronic plan review of commercial projects.
- Familiarity with Bluebeam or similar plan review software.
- Previous inspection experience in addition to plan review.
- Advanced or multiple certifications in building inspection, plan review, fire‑life safety, accessibility, energy, or fire protection systems.
