In the Network Specialist – Outside Plant Construction role, you are responsible for coordinating, planning, and supervising outside plant field construction and splicing operations across multiple locations and states. You will work closely with Network Operations, managers, consultants, design engineers, and construction contractors to ensure network needs are met while staying current with NESC codes and ensuring compliance. You may also assist in the engineering of the OSP project, creating labor, material, and overhead estimates, monitoring costs, guarding against regulatory risks, and negotiating with municipalities for asset transfer.
Responsibilities- Coordinate OSP projects and/or supervise consultants responsible for field construction and splicing in multiple locations.
- Provide technical support for special projects such as major road moves or on‑net builds and assist in engineering phases when needed.
- Conduct audits, coach contractors, and ensure compliance with National Electrical Code and TDS OSP standards.
- Manage project documentation, invoicing accuracy, quality reviews, and continual progress assessment.
- Ensure Sarbanes‑Oxley compliance and conduct pre‑staking, pre‑bid, and pre‑construction meetings, securing required rights‑of‑way, easements, and permits.
- Verify documentation such as Bid Jobs, Build Orders, Job Start Agreements, VMOPs, and close‑out paperwork.
- Associate degree (or higher) – OR – 2+ years professional work experience.
- 2+ years experience in Voice, Data, or Video networking.
- Valid driver’s license, reliable transportation, and insurance.
- Experience in OSP Construction and/or Engineering (fiber, copper, or coax) or related Utility/Municipal Construction.
- Fiber optic implementation experience.
- Excellent leadership, customer relations, and communication skills.
- Self‑directed and able to work independently.
- ESRI ArcGIS, AGOL, Spatial analysis or other GIS experience.
- Proficient in digital work environments.
- Understanding of Telecommunications industry principals.
- Ability to manage multiple priorities simultaneously.
- Project Management experience.
- Excellent written and oral communications skills.
- PC database, spreadsheet, and word processing skills.
- Working knowledge of NESC construction practices and engineering standards.
- Ability to work cooperatively with diverse work groups.
- Understanding of Fiber to the Home (FTTH) design and construction techniques.
- Understanding of unit‑based construction contracts.
- Ability to read and understand FTTH construction prints.
