Position: Physician (Clinical Practice Manager)

Summary

This position is eligible for the Education Debt Reduction Program (EDRP) – a student loan payment reimbursement program. You must meet specific eligibility requirements per VHA policy and submit your EDRP application within four months of appointment. Program approval: award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after review of the EDRP application.

Former EDRP participants are ineligible to apply.

Qualifications

To qualify for this position you must meet the basic requirements listed below and any additional requirements (if applicable) that are referenced in the job announcement. Applicants pending completion of training or license requirements may be referred and tentatively selected but may not be hired until all requirements are met. Currently employed physicians in VA who met the requirements for appointment under the previous qualification standard at the time of their initial appointment are deemed to have met the basic requirements of the occupation.

  • United States citizenship (non‑citizens may be appointed only when it is not possible to recruit qualified citizens in accordance with VA policy)
  • Doctor of medicine or an equivalent degree in medicine or osteopathic medicine (obtained from a school approved by the Department of Veterans Affairs for the year the study was completed)
  • Current, full and unrestricted license to practice medicine or surgery in a U.S. state, territory, or the District of Columbia
  • Residency training: physicians must have completed residency training approved by the Secretary of Veterans Affairs in an accredited core specialty training program leading to eligibility for board certification (approved residencies include ACGME‑accredited programs, AOA‑accredited programs, or other residencies with a minimum of five years of verified U.S. practice).
  • Physicians currently enrolled in an ACGME/AOA‑accredited residency training program and who otherwise meet the basic requirements for appointment are eligible to be appointed as “Physician Resident Providers” (PRPs). PRPs must be fully licensed physicians (not a training license) and may only be appointed on an intermittent or fee‑basis. PRPs are not considered independent practitioners and will not be privileged; they will have a scope of practice that allows them to perform certain restricted duties under supervision.
  • Proficiency in spoken and written English
  • Physical requirements:

    moderate lifting (15‑44 lbs), moderate carrying (15‑44 lbs), straight pulling (0.5 hr), pushing (0.5 hr), reaching above shoulders, use of fingers, both hands required, walking (4 hr), standing (4 hr), kneeling (0.5 hr), ability for rapid mental and muscular coordination simultaneously, depth perception, ability to distinguish basic colors, hearing (a hearing aid may be permitted), mental and emotional stability. Duties
  • The Clinical Practice Manager (CPM) will provide management and leadership of interdisciplinary patient care services within the Primary Care setting.
  • The CPM will be responsible with the Nurse Manager for the daily operations of the assigned practice group.
  • The incumbent will be the first‑line supervisor for physicians, nurse practitioners, and physician assistants within that practice group.
  • Each CPM will be a member of the Primary Care Clinical Board and have assigned clinical leadership duties.
  • Leads process improvement activities and works to achieve patient satisfaction, access to care, and clinical performance targets.
  • Ensures that policies, practices, and services within the group practice are consistent with the mission and vision of the Primary Care Division, the VA Portland Health Care System, the Veterans Integrated Service Network (VISN) 20, the VA Northwest Health Network, and the Veterans Health Administration (VHA) Central Office.
