Responsibilities include the strategy, development and implementation of innovative operational programs that include collaboration with strategic business partners and directs the organization towards its primary objectives.
GENERAL SUMMARY OF DUTIES:Function as a Chief Financial Officer(“CFO”) in a team and mission-based setting to provide administrative oversight, expertise, and leadership to ensure the delivery of financial viability including financial planning, management of financial risks, record-keeping, and financial reporting for the organization. The CFO oversees business operations and administrative functions typically related to fiscal control of budgets, payroll, supervision of purchasing, grants, property, inventory, billing/revenue cycle, plan administration, insurances, property management, cash disbursements and receipts, accounts receivable, financial statements, and related statistical systems.
Prepares federal and other grant budgets and financial status reports. Develops financial analysis and forecasts to support future planning. Provides the Board of Directors with relevant financial data for budgetary and financial governing decisions. Supervises business, revenue cycle, and accounting staff. This role is a working supervisory position. May be assigned additional fiscal related staff supervision as services and operations expand based upon function.
The CFO reports to the Chief Executive Officer(“CEO”) and is a member of the Executive Team, engaged in defining the overall business strategy and direction of the organization while supporting Waterfall Clinic, Inc. (d.b.a. Waterfall Community Health Center’s(“WCHC”) mission. Exercises progressive levels of autonomy in day-to-day activities based on satisfactory job performance.
SUPERVISORY RESPONSIBILITIES:- Oversees the operations of the Finance Department staff, which includes AP/AR, billing, credentialing, and payroll.
- Oversees training for direct reports and identifies training needs.
- Adheres to a documented system of accounting policies and procedures and implements a system of controls over accounting transactions to minimize risk.
- Recommends and implements benchmarks that will be used to measure company performance.
- Actively participates in the creation of the annual budget and forecasting.
- Provides financial analysis on capital investments, pricing decisions, and contract negotiations.
- Works with external auditors and provides needed information for the annual audit.
- Files quarterly and annual reports, tax forms, and other necessary organizational documents.
- Ensures compliance with local, state, and federal government requirements.
- Accurately tracks grant funding and drawdowns or expenditures and participates in grant writing.
- Adheres to the spirit of Waterfall Community Health Center to remove barriers to care and adhere to our Mission Statement while performing assigned duties.
- Demonstrates the core values of Integrity, Respect, Accountability, Compassion, Partnership, and Collaborative Communication.
- Oversees and directs all organization’s finances, accounting and financial systems including accounts payable, accounts receivable, payroll, contract and grant billing, value-based payments, internal and external audits, compliance with Medicare, Medicaid, HRSA, and other FQHC regulatory requirements.
- Prepares pertinent financial data including monthly financial dashboards, board finance committee packets, operational and fiscal projections, and other related fiscal sustainability reporting.
- Collaborates with Human Resources to maintain compliance for employee benefits, retirement, salary adjustments, personnel cost control, and other related employee cost center activities; serve as Plan Administrator.
- Serves as a member of the Senior Leadership Team and as an information resource to the Chief Executive Officer and Board of Directors.
- Attends and participates in Board of Director meetings, strategic planning, other Senior Leadership meetings, including department and other staff meetings.
