Job Duties

Interprets and administers collective bargaining agreements, provides technical advice to upper level management personnel, directs all labor relations activities and programs, enforces, as Warden's designee and insures compliance and adherence to collective bargaining agreements, guidelines, policies and procedures including administrative regulations set forth as a result of collective bargaining, provides guidance and advice to management staff in the interpretation and application of labor contracts/agreements, acts as liaison between Warden and subordinate personnel.

Investigates allegations/charges or non-compliance with labor contracts. Acts as Warden's designee in processing and responding to employee grievances. Completes records or grievances and unfair labor charges. Compiles case preparations for arbitration. May be assigned as Step 3 Hearing Officer by Central Labor Relations Administrator. Completes other duties as assigned.

Minimum Qualifications
  • 12 mos. exp. as Labor Relations Officer 1, 63471.
  • 24 mos. exp. in public sector collective bargaining, which included labor relations & handling of grievances.
  • completion of undergraduate core program in human resources management, business management, industrial management, business administration, management & human resources.
  • equivalent of Minimum Class Qualifications For Employment noted above.
Major Worker Characteristics

Knowledge of interviewing*; labor relations/ collective bargaining; personnel/human resources management; public relations*; agency &/or institutional policies & procedures*; technical or business writing; civil service laws, rules & procedures*. Skill in use of office equipment*. Ability to define problems, collect data, establish facts & draw valid conclusions; prepare & maintain accurate reports & records; gather, collate & classify information about data, people or things;

handle routine & sensitive inquiries from & contacts with governmental officials, employees, general public & union officials. (*)Developed after employment.

Supplemental Information

The final applicant selected for this position will be required to submit to urinalysis prior to an appointment to test for illegal drug use. Also, an applicant with a positive test result will not be considered for any position with the State of Ohio for a period of one year.
