Status and Hours

Full Time (salaried, exempt) 40 hours per week.

Hours:

8:00 AM to 5:00 PM Monday‑Friday. Participate in the after‑hours on‑call rotation.

Summary / Objective

The IT Director is responsible for enterprise‑wide information technology and systems. This role provides leadership for the design, implementation, and support of business and healthcare IT systems, including EMR, clinical applications, infrastructure, telecom, mobile, cybersecurity, HIPAA compliance, and data platforms. This is a hands‑on leadership role, responsible for IT staff management, strategic planning, budgeting, project delivery, prioritization, and service quality.

Essential Functions
  • Adheres to the PIC policies and procedures.
  • Support PIC’s mission and values by developing and maintaining technology solutions that enable secure and efficient work.
  • Develop and manage an IT roadmap aligned with Partners In Care’s strategic priorities.
  • Ensure the reliability and lifecycle management of enterprise software, networks, systems, and related vendor contracts.
  • Partner with stakeholders to design and automate workflows.
  • Serve as IT Security Officer, ensuring HIPAA Security Rule requirements are implemented, monitored, and audited. Manage regular HIPAA risk assessments and corresponding compliance action plans.
  • Leads AI adoption and governance to ensure responsible, secure, and value‑driven use across the organization.
  • Develop and maintain IT security policies and ensure enterprise compliance.
  • Hire and lead IT staff while fostering a culture of customer service, partnership, and continuous improvement.
  • Contribute as a member of the organization’s Compliance Committee.
  • Partner with Finance to develop and manage the IT budget.
  • Manage vendor relationships, including selection, contracting, and performance oversight.
  • Participate in the after‑hours on‑call rotation.
  • Local/regional travel by personal vehicle. Travel between Partners In Care locations as required.
  • Perform other duties as requested or assigned.
Qualifications
  • 10+ years’ progressive IT experience, including staff leadership and development. Healthcare experience preferred.
  • Working with leadership team and building cross‑functional partnerships.
  • Managing an end‑to‑end technology environment.
  • Managing managed service providers and technology vendors.
  • Leading Microsoft‑based environments (O365, Active Directory, Azure, Intune).
  • Engineering and leading core infrastructure (network, servers, storage, databases, and applications).
  • Delivering technology projects tied to measurable business outcomes.
  • Proven ability to lead, motivate, and develop a high‑performing IT team.
  • Strong ability to communicate technical concepts to non‑technical audiences.
  • Ability to partner effectively with leaders and stakeholders at all levels.
  • Demonstrated ability to effectively prioritize and manage concurrent projects.
  • Strong analytical and problem‑solving skills.
  • Experience implementing modern, innovative technology solutions.
  • Experience with enterprise platforms (EMR, Microsoft ecosystem, networking, endpoints, and mobile devices).
  • Knowledge of HIPAA and protection of personal health information.
  • Ability to build trust and influence others through collaboration.
  • Current automobile insurance, a valid Oregon driver’s license, and reliable transportation required.
  • Ability to pass a background test, Motor Vehicle Report (MVR), and Drug test.
Supervisory Responsibility

This position has supervisory responsibility.
