This position aligns with the U.S. Bureau of Labor Statistics Standard Occupational Classification (SOC) 11-9151 — Social and Community Service Managers, which encompasses professionals who plan, direct, coordinate, and evaluate programs that improve community health and social wellbeing.

The Community Resilience & Family Engagement Program Manager is responsible for designing, implementing, and managing culturally responsive health education, youth leadership, and community outreach initiatives serving immigrant and refugee populations in rural Oregon. Responsibilities include development of program curricula and educational materials, supervision of outreach and cultural navigation staff, coordination with healthcare providers and community organizations, oversight of service delivery systems, and evaluation of program outcomes.

Through these responsibilities, the role performs core functions of Social and Community Service Managers, including strategic program planning, staff supervision, partnership development, and data-driven program evaluation to improve community access to health services and strengthen local health systems.

Position Summary

The Community Resilience & Family Engagement Program Manager leads the development and implementation of Kolovita’s culturally responsive health navigation, youth leadership, and family engagement initiatives serving immigrant and refugee communities across Central Oregon.

The position oversees programmatic activities designed to improve health literacy, preventive care access, youth leadership development, and community engagement in public health initiatives among Russian- and Ukrainian-speaking populations.

This role integrates program leadership, curriculum development, staff supervision, community partnership coordination, and program evaluation to expand access to healthcare services, health education, and culturally responsive support systems for underserved populations.

The Program Manager designs and oversees multilingual health education workshops, youth wellness leadership programs, and community outreach initiatives that address barriers to healthcare access. Working in English, Ukrainian, and Russian, the Program Manager strengthens relationships between immigrant communities, healthcare providers, and public health agencies, ensuring families can successfully navigate healthcare systems and access preventive services.

The role directly advances Oregon Health Authority Community Resilience priorities by increasing health literacy, strengthening collaborative networks, supporting youth-led health initiatives, and improving referral pathways to health and social services.

Work Location

Hybrid position based in Central Oregon serving Deschutes, Jefferson, and Crook Counties, with coordination and outreach extending to immigrant communities across the region.

Work Structure

Program leadership and supervision – 40%

Program development, curriculum design, and evaluation – 30%

Community outreach and partner coordination – 20%

Regional travel to rural communities – 10%

Service areas include Bend, Redmond, Madras, and Prineville, with collaboration extending to additional rural sites as needed.
