The City of Bend is accepting applications for one (1) regular, full-time Safety and Training Analyst for the Public Works Department.

This is a COBEA represented, overtime-eligible position.

The Public Works Safety and Training Analyst plays a critical role in designing and delivering a comprehensive safety program for the employees who provide essential services to the community every day. This position focuses on building a strong, practical safety culture across Public Works operations—including Fleet, Water Services, Transportation & Mobility, Engineering and administrative teams. On a typical day, this role may involve visiting job sites to identify hazards, collaborating with supervisors on safer work practices, reviewing incident data, or delivering hands‑on safety training tailored to Public Works operations.

This role is ideal for someone who enjoys partnering with front‑line employees, translating complex regulations into practical solutions, and making a visible impact. Success in this role means blending technical expertise with people‑centered leadership. The work directly supports employee well‑being and operational continuity.

This position has an exciting opportunity to strengthen and modernize department safety programs by working closely with Risk Management, supporting regulatory compliance efforts, and helping teams proactively prevent injuries and incidents. The Analyst will lead efforts such as safety audits, job hazard analyses, training development, and emergency preparedness, ensuring safety programs align with real‑world operations.

Responsibilities
  • Develop, coordinate, and maintain safety programs across multiple Public Works divisions
  • Conduct job site inspections and hazard assessments to identify and reduce risk
  • Provide engaging safety training, including new employee orientations and job‑specific training
  • Review incident and near‑miss data to identify trends and recommend improvements
  • Investigate workplace incidents and prepare reports and documentation
  • Partner with Risk Management on safety initiatives, compliance efforts, and workers’ compensation matters
  • Support regulatory inspections and help ensure compliance with state and federal safety requirements
  • Assist departments with selecting and using appropriate safety equipment and PPE
  • Communicate safety expectations, alerts, and emergency information to staff

    Minimum Qualifications
    • Associate’s degree or an equivalent combination of education and experience that provides the required knowledge, skills, and abilities as outlined in this job description.
    • 3 years’ experience in a similar position and/or performing similar tasks such as delivering a safety program and 2 years of experience serving on an organizational safety committee.
    • CPR/First‑Aid certification, or ability to obtain within 6 months.
    • National Incident Management System (NIMS) Incident Command System (ICS) All Hazards Safety Officer Certification, or ability to obtain within 24 months.
    • Current and valid driver’s license per City policies outlined in the Employee Handbook.
    Preferred Qualifications
    • Associate’s degree or higher in Occupational Health and Safety, Risk Management, or closely related field.
    • OSHA Outreach Trainer (current).
    • Associate Safety Professional Certification (current).
    • Experience implementing safety programs in a local government or municipality setting.
    • NIMS IS‑100 and IS‑700. Additional NIMS & FEMA courses.

    Successful candidates will already have a working knowledge of state and federal occupational safety regulations, particularly those relevant to Public Works operations. They will have experience conducting safety inspections, audits, and investigations. The ability to design and deliver effective safety training for adult learners as well as strong written and verbal communication skills will be critical for success in this role.

    Our ideal candidate will be able to analyze data and translate findings into actionable recommendations. They will also have experience building positive working relationships across departments.
