Job Summary

COIC’s Cascade East Transit is searching for an experienced supervisor to join our transportation team. This position will be based in Central Oregon. The successful applicant will have a background in public transportation, logistics and/or fleet management and at least one year’s of supervisory experience, preferably in local government. $5,464.00 - $9,031.00/Monthly, DOE and Qualifications. Experience working in a complex regulation environment like a public agency is a plus.

Role of Department

The overarching purpose of COIC’s transportation program is to strengthen regional transportation services and infrastructure through the development and implementation of regionally-based transportation plans, administration and operations, service coordination, and project development. A regional approach to transportation enhances efficiencies among transportation organizations and ensures regional connectivity for Central Oregon’s residents, businesses, and visitors.

Job Purpose

Under direction of the Transportation Operations Manager, the Field Supervisor supervises and provides oversight, coaching, and guidance to transit drivers. Oversees work assignments and coordinates daily schedules and communications for drivers and routes to ensure all Cascades East Transit (CET) services are running at their optimal level.

Essential Functions Supervision And General Oversight
  • Coordinate daily schedules and route operations in coordination with Transportation Operations Manager. Periodic communication with drivers to coordinate coverage may occur during all operational hours.
  • Supervise drivers including scheduling, assignment, and review of work.
  • Review employee time off requests, timecards, shifts and schedules in compliance with COIC policy and Collective Bargaining Agreement. Review timecards for accuracy with schedules and review for compliance with applicable wage and hour laws.
  • Assist Transportation Operations Manager in evaluation of staff performance, conduct employee performance reviews, and provide coaching and guidance to drivers.
  • Participate in selection and hiring of new drivers in coordination with the HR Dept. and Transportation Operations Manager including application review, interviewing, and new hire orientation.
  • Review and resolve day-to-day driver complaints, customer complaints, and problems. Review and elevate serious matters or complaints to management and/or HR as appropriate. Under the guidance of Transportation Operations Manager and Transportation Director, implement corrective action for performance or conduct issues as required.
  • Maintain driver work areas to ensure safety and cleanliness.
  • Coordinate with Transportation Operations Manager and other staff to ensure Drivers are trained on standard operating procedures and other training requirements. This position will perform training when necessary to support driver development and to maintain compliance with requirements. Training may include, but is not limited to: meeting with drivers, completing observations and ride‑alongs, driving and operating vehicles to demonstrate procedures, etc.
  • Develop and maintain driving procedures to include compliance with the Driver Manual, Drug & Alcohol policy and procedures, and emergency procedures.
  • Develop and maintain effective and harmonious and reasonable work relationships with others.
  • Maintain regular and predictable work attendance in accordance with COIC policies.
  • Perform other related duties as assigned.
Maintenance And Incident Response
  • Ensure vehicles are operating in a safe and efficient manner at all times.
  • Review vehicles for maintenance and repairs needed, submit work orders, and coordinate with maintenance and shop staff.
