The Manager of Engineering Services operates under the general direction of the Director of Engineering & Public Works and is responsible for managing and coordinating the Town’s engineering functions, including development review, engineering plan evaluation, infrastructure standards, technical support, and customer service.
A principal responsibility of this position is the comprehensive planning, coordination, and administration of the Town’s capital improvement projects, including the full lifecycle of project design, construction, and inspection, as well as the overall management and continuous development of the Town’s Capital Improvement Program (CIP). This includes coordinating project initiation, design development, consultant and contractor oversight, construction management support, quality assurance, and long‑range CIP planning to ensure projects are delivered efficiently, on schedule, within budget, and in accordance with Town standards.
The Manager develops, implements, and maintains engineering standards, policies, and procedures to ensure compliance with Town ordinances, professional engineering practices, and applicable federal and state regulations. The position provides technical guidance to staff, coordinates with internal and external stakeholders, and contributes to effective, efficient, and customer‑focused service delivery across all engineering functions.
The Manager of Engineering Services may serve as the Acting Director in the Director’s or Assistant Director’s absence or when designated, ensuring continuity of leadership, operations, and customer service.

Engineering Review, Standards, and Regulatory Compliance- Performs technical engineering review of plats, subdivision proposals, zoning cases, site plans, construction drawings, drainage studies, floodplain applications, utility plans, and related documents to ensure compliance with Town standards, engineering criteria, ordinances, and applicable state and federal regulations.
- Provides technical engineering guidance and direction to developers, consultants, contractors, and internal departments on issues involving design requirements, drainage and stormwater management, utility design, construction standards, and infrastructure impacts.
- Reviews and approves traffic control plans, right‑of‑way permits, franchise utility plans, and related submittals for regulatory compliance, safety, and adherence to Town standards.
- Maintains and updates the Town’s engineering design criteria, construction specifications, technical details, and related ordinances; evaluates and approves requests for new materials or construction methods.
- Ensures that engineering, construction, and permitting activities adhere to applicable drainage, floodplain, stormwater, utility, environmental, and safety regulations.
- Conducts or coordinates technical site inspections to verify compliance with approved plans, specifications, and contractual requirements, and to support field problem‑solving.
- Administers day‑to‑day activities of the Capital Improvement Program (CIP), including project tracking, schedule coordination, consultant management, and documentation.
- Reviews engineering plans, specifications, and cost estimates for assigned CIP projects and provides technical feedback to ensure constructability, standards compliance, and integration with Town infrastructure systems.
- Coordinates CIP progress reporting, including monthly, quarterly, and annual updates, budget monitoring, schedule adjustments, and project status documentation.
