GENERAL DESCRIPTION OF POSITION

The Detention Lieutenant is under the supervision and direction of the Jail Captain; the Detention Lieutenant is responsible for the supervision of the Detention Officers on duty and the inmates. Must guarantee the security, wellbeing, and the safety of staff/inmates housed in the Detention Center. The incumbent assists with the management and control of the detention facility by always overseeing the visual and audible supervision of inmates in cell areas.

The incumbent is responsible for ensuring proper services, supplies and food are provided to all inmates. Also, provide for recreational and religious programs on a reasonable basis. The incumbent must ensure that the area is maintained in good clean order, good repair, well aired and ensure safety for confinement of detainees and safety of staff.

ESSENTIAL DUTIES AND RESPONSIBILITIES
  • Ensure booking of all lawfully arrested people by ensuring all proper procedures and documentation is accurately completed.
  • Prepare daily reports, maintain accurate records of all unusual incidents, and prepare disciplinary action records.
  • Ensure facility security by use of shift staff properly manning stations and following all policies of administration.
  • Direct supervise staff ensuring adherence to all duties are carried out according to applicable laws, ordinances, and policies.
  • Ensure cleanliness of cell areas, halls, etc. and ensure all is in good repair. You are responsible for ensuring the facility remains in a state of “inspections‑readiness” at all times while maintaining a professional
  • Oversee and administer medications to inmates, as prescribed by a physician.
  • Ensure that prisoners are delivered/transported to the proper court at the proper time.
  • Collect and receipt for money received for bonds, fines and fees, completing accurate records.
  • Supervise detainee’s visitations and communication.
  • Review, evaluate, and make recommendations relative to inmate complaints, grievances, and medical requests.
  • Perform any other related duties as required or assigned.
  • QUALIFICATIONS

    To perform this job successfully, an individual must be able to perform each essential duty mentioned satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

    EDUCATION AND EXPERIENCE

    High School Diploma or have passed the General Education Development (GED) testing indication high school graduation level. Home school diplomas will not substitute for the above unless approved by the Commission. Documentary evidence shall consist of official transcript, diplomas or GED test report form. In unusual circumstances the Commission may be required to accept other documentation and in such cases the decision of the Commission will be final.

    Home schooling diplomas will not be accepted unless approved by the Commission. Five (5) year related experience and/or training and three (3) year related management experience.

    COMMUNICATION SKILLS

    Ability to write reports, business correspondence, and policy/procedure manuals; ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public;

    ability to respond to complex or difficult inquiries or complaints.

    REQUIRED CERTIFICATES, LICENSES, REGISTRATIONS
    • No felony convictions.
    • Arkansas Driver's License (or ability to immediately obtain license).
    • Jail Standards Certification; certified by the Commission on Law Enforcement Standards and Training (CLEST) for meeting the minimum selection and training standards for admission to employment as a law enforcement officer in Arkansas as established by CLEST at the time of hiring or within 1 year of employment. Must be able to pass a physical fitness test semi‑annually
