City Engineer

SUMMARY plans, directs, oversees, and coordinates the activities of the engineering and street departments, as well as the municipal airport, local bus transit, and all capital street and drainage construction projects. Conducts long-range City planning with respect to street, drainage, and airport. Plans, organizes, directs, and integrates the functions of traffic control and design; street department maintenance; stormwater control, inspection, and compliance;

and traffic signage, controls and signals and ensures all projects and documents meet required Federal, State, and Local policies and regulations by performing the following duties.

Technology Knowledge:
Tyler Enterprise ERP, Executime, BambooHR, Microsoft Office including Outlook, Excel and PowerPoint, workorder management system, Autodesk, Esri products, Bluebeam, Trakit, Digital Collaboration software, project management software, Syncro traffic modeling software, and other Engineering design software.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Reporting relationships, work assignments, and work schedules may be subject to change to meet City needs or operational requirements. Attendance at work and the ability to get along with the public, supervisors, and co-workers are essential elements of this position. Other duties may be assigned.

Directs and oversees the operations of the Engineering, Street, Airport and Public Works Maintenance departments. Oversight of local Bus Transit program, along with the oversight of Federal, State, Regional, and local grants.

Prepares reviews and adjusts the annual operating budgets of the Engineering Street, Airport and Public Works Maintenance departments, and bond capital projects according to anticipated needs.

Plans, oversees, develops, implements, and monitors long-term plans, goals, and objectives focused on achieving the City's mission and City Council's priorities.

Oversees the planning, design, construction and estimating of official City public works projects such as arterial collectors, and local streets, transportation facilities, public structures, municipal airport projects, and storm water systems.

Develops plans for surface transportation projects according to established engineering standards and state or federal construction policies.

Plans alterations and modifications of existing drainage streets, highways, and freeways to improve drainage and traffic flow.

Performs field engineering calculations to compensate for change orders and contract estimates.

Reviews private development, municipal airport, highway and bridge plans, location, contracts, and cost estimates for technical accuracy, and approves acceptable proposals or makes corrective recommendations.

Directs workers in research activities related to street planning and engineering and formulates street engineering policies and procedures.

Calculates cost and determines feasibility of project based on analysis of collected data.

Prepares or directs preparation and modification of reports, specifications, plans, construction schedules, environmental impact studies, and designs for project.

Directs workers in preparation of reports to state and federal government officials and represents the City of Bentonville at hearings with public officials, contractors, and engineering personnel.

Prepares and presents public reports of transportation information. Studies vehicular and pedestrian traffic conditions.

Plans, organizes, and directs work in transportation studies to plan surface systems.

Supervises the control and inspection of City public works projects related to municipal airport, street, and storm water construction.

Provides information to the Mayor, City Council, citizens, and other City departments concerning engineering, street maintenance, Municipal airport, drainage, traffic signals, and capital street projects.

Participates on external committees, boards, task forces, etc., as appropriate. Conducts and attends meetings.

Makes technical reviews and provides recommendations to the Mayor regarding designs and reports for capital projects prepared by consulting engineers.

Reviews reports and other documents submitted by subordinates for completeness and accuracy.

Has knowledge of principles and practices of public administration, including budgeting and purchasing.

Has knowledge of hazards and generally accepted safety standards.

Has ability to plan, direct, and integrate broad, comprehensive street services.

Has ability to analyze complex issues, evaluate alternative solutions, develop sound conclusions, and recommend a course of action. Has ability to present proposals and recommendations clearly and logically in public…
