The Energy Analyst serves as a member of the Utilities Engineering team and provides energy management functions by acting as the primary data manager of utility consumption, cost, and billing data across campus utilities systems. This position ensures accurate, timely, and auditable utility data to support day-to-day operations, operational decision-making, and cost recovery through recharge processes. The Energy Analyst analyzes building utility consumption for various systems, including electricity, natural gas, water, sewer, solar, and steam.

By integrating and utilizing data from utility invoices, utility metering infrastructure, and manual meter field reads, this position manages information via centralized systems such as EnergyCAP and SitelogIQ. Through data management, analysis, quality control, and reporting, the Energy Analyst enables transparency into utility usage and costs, supports financial planning and forecasting, and drives continuous improvement in data quality and process efficiency.

Utility Billing & Data Management - 30%

• Perform intake, review, data entry, and processing of utility invoices (e.g., electric, gas, water, steam) for approval and payment, and entry into EnergyCAP, ensuring accuracy and completeness. Validate billing data against rate structures and historical trends; identify and resolve billing issues and discrepancies with utility providers. Maintain organized records for all utility billing transactions.
• Prepare and process monthly recharge billings for applicable campus departments and external customers. Ensure alignment with approved rate structures, cost recovery methodologies, and campus financial policies. Respond to customer inquiries regarding utility charges, providing clear and data-supported explanations.

Meter Data Collection, Entry, and Quality Control - 5%

• Coordinate collection of utility meter readings from field staff and automated systems (e.g. Obvius/SitelogIQ); ensure flow of data into EnergyCAP. Input and validate meter data, applying quality control checks to ensure data integrity and continuity. Investigate anomalies, missing data, or irregular consumption patterns; coordinate resolution with the Utilities Engineering team. Backfill missing historical data.

Utility Database System Management & Optimization - 25%

• Serve as a functional expert and primary administrator of EnergyCAP.
• Configure accounts, meters, rates, and reporting structures within the system. Identify opportunities to improve workflows, automation, and data integration across systems. Review and utilize data from automated collection systems, Obvius and SitelogIQ, as required to ensure data in EnergyCAP is accurate and current.

Financial Forecasting & Budget Support - 10%

• Develop and maintain utility use and cost forecasts and projections for annual fiscal year (FY) budgeting processes. Analyze historical trends, rate changes, and operational drivers to inform budget assumptions. Provide variance analysis comparing actuals to forecast, identifying key drivers and risks. Summarize basis and assumptions used as part of forecasts and projections.

Coordination & Stakeholder Engagement - 10%

• Serve as a point of contact for utility providers regarding billing issues, account updates, and service coordination. Coordinate service interruption notifications from utility provider, collaborating with Utilities Engineering Manager on action plan.…
