Program Lead
- Expanded Learning

Under the direction of the Extended Learning Program Supervisor, Manager, and/or Superintendent designee, plan, organize, and implement systems to monitor, evaluate, and ensure compliance, program quality, and operational consistency across multiple assigned sites; train, supervise, and evaluate the performance of assigned personnel. The Program Lead
- Expanded Learning is responsible for conducting site observations, analyzing program and attendance data, supporting staff performance, ensuring audit readiness, and enforcing adherence to district policies, funding requirements, and regulatory guidelines. The position serves as a key accountability partner to ensure program integrity, financial accuracy, and continuous improvement.

Knowledge, Skills, and Abilities:

Knowledge of federal, state, and local laws, regulations, and requirements related to publicly funded programs and student services; program compliance, monitoring, and quality assurance practices; attendance accounting systems, audit procedures, and documentation requirements; data collection, analysis, and reporting methods; performance evaluation systems and improvement strategies; financial accountability practices and basic budgeting principles; principles of effective professional development and adult learning.

Skills:

strong analytical and problem-solving skills; effective observation and evaluation techniques; clear and concise written and verbal communication; facilitation and training skills for adult learners; organizational and project management skills to manage multiple sites and priorities; interpersonal skills to build effective working relationships.

Ability to monitor, evaluate, and ensure compliance across multiple sites; interpret regulations and translate them into practical procedures; develop and implement standardized systems and processes; maintain accurate records and documentation for audit readiness; provide coaching, feedback, and accountability to staff; work independently and collaboratively across departments; handle sensitive information with confidentiality and professionalism; travel to multiple sites on a regular basis.

Education and Experience:

Any combination equivalent to: a bachelor's degree in Public Administration, Education, Business Administration, or a closely related field. Two (2) years of experience in a school district, expanded learning program, or other publicly funded program is required. Three (3) years of progressively responsible experience in program compliance, monitoring, auditing, program administration and two (2) years supervisory experience in the public sector, including responsibility for supervising employees covered by collective bargaining agreements is desired.

Licenses and other requirements:
Ability to travel between multiple sites on a daily basis.

Working Conditions:

Environment:
Indoor and outdoor work environments. Frequent travel between school sites and offices. Evening or extended hours as directed.

Physical Demands:
Standing and walking for extended periods. Seeing to observe program operations and review documentation. Hearing and speaking to exchange information. Dexterity of hands and fingers to operate a computer and office equipment. Bending, kneeling, or reaching to access materials. Lifting and carrying light to moderate objects. Lifting, carrying, pushing, or pulling up to 50 pounds.

Examination Information:

The first step in the examination process is the application screening and whether or not the candidate meets the minimum qualifications listed.

The testing process may consist of a written exam, an oral exam, a performance exam, a structured interview (SI), a qualification appraisal interview (QAI), an evaluation of training & experience/education (T&E), and/or any combination thereof.

All tests will have a passing score set between 50 and 99 depending on a variety of factors affecting that specific recruitment.

All candidates must pass the first examination process to be invited to the next step/test in the process.

Examination Weight:
First Examination: 50% Second Examination*: 50%
* Administered only to those who pass the first examination.

Proof of identification for completion of Form I-9, Employment Eligibility Verification, must be submitted at the time of processing for employment.

Salaries:
All salaries, as stated, are based on present information and are subject to change. The hiring rate shall be the first step of the schedule except for classes where recruitment efforts have indicated difficulty in recruiting at that step. Appointments are made at the minimum salary shown in the posting and increases are granted at intervals based on anniversary date.
