Lawrence Berkeley National Laboratory is hiring a Division Electrical Safety Officer within the Environment, Health and Safety (EHS) division. Matrixed to the Facilities Division, this position supports the implementation of a comprehensive Electrical Safety Program. Responsibilities include recommending and implementing processes to monitor and prevent electrical exposures, providing electrical safety training, and advising the Laboratory Electrical Safety Officer on strategies to address complex regulatory issues and manage construction, maintenance, and laboratory hazards.

The role plays a key leadership and partnership role in advancing and continuously improving electrical safety practices to ensure safe execution of electrical work.

You Will:

50% – Worker Safety & Training

  • Serve as the responsible authority for Qualified Electrical Worker (QEW) safe work practices within the Facilities Division.
  • Review, approve, and oversee electrical safe work practices for medium- and high-voltage work, ensuring compliance with Berkeley Lab and DOE requirements.
  • Provide and coordinate electrical safety training for QEWs and subcontractors.
  • Support outages and other high-risk electrical activities by providing field-based electrical safety expertise in coordination with the Laboratory ESO.
  • Advise management on electrical safety PPE selection, issuance, training, and maintenance.

30% – Lockout/Tagout (LOTO) Program Support

  • Lead electrical safety and LOTO assessments and observe field work to verify safe work practices.
  • Develop and implement LOTO permits, complex procedures, and corrective strategies using institutional systems.
  • Support subcontractor LOTO permitting and collaborating with Facilities WPC and Hazardous Energy Control teams to identify required controls and documentation.
  • Develop communication and awareness initiatives related to LOTO and electrical safety.
  • Participate in investigations of electrical and LOTO incidents and near misses.
  • Serve as a technical resource for electrical safety concerns and workplace condition issues.
  • Conduct workplace inspections to identify and mitigate electrical hazards.
  • Build and maintain strong partnerships with Facilities, EHS, Safety Coordinators, line management, and workers across the Laboratory.
  • Maintain NFPA CESCP certification.

5% – EHS Operations Support

  • Ensure work activities comply with PUB-3000 and established work authorizations.
  • Prepare reports, performance metrics, and DOE-required performance indicators.
  • Support EHS program activities, maintain current knowledge of Lab safety policies, and perform other duties as assigned.

We are looking for:

  • B.S. or M.S. in Electrical Engineering or a related field, or an equivalent combination of education and experience; or a California General Electrician Certificate with journeyman or master-level experience.
  • Minimum of 10 years of experience post-B.S., 7 years post-M.S., or 10 years as a journeyman in electrical construction and electrical plant maintenance, including advanced proficiency in Lockout/Tagout (LOTO) and NFPA 70E safe work practices.
  • At least 7 years of experience operating and maintaining medium- and high-voltage systems (12 kV, 115 kV).
  • NFPA Certified Electrical Safety Compliance Professional (CESCP) certification, or ability to obtain within six months of hire.
  • Strong working knowledge of OSHA, DOE, NFPA, and IEEE electrical safety requirements, with demonstrated ability to apply them in complex environments.
  • Proven experience developing, implementing, and evaluating electrical safety programs, including training development, procedure writing, audits, and inspections.
  • Proficiency with standard business software, including word processing, presentations, and spreadsheets.
  • Advanced ability to apply safety principles and concepts to develop innovative solutions to complex problems and measure program effectiveness.
  • Ability to manage multiple projects simultaneously under tight deadlines and budget constraints.
  • Ability to wear required personal protective equipment and perform the physical demands of a hands-on safety role, including field inspections, lifting up to 25 lbs, prolonged standing and walking, working in…
