Associate Civil Engineer

Salary: $ - $ Annually

Under the general direction of a Supervising Civil Engineer, directs and supervises the work of professional and technical staff in civil engineering activities; performs related work as assigned.

CLASS CHARACTERISTICS

This class functions as a project leader with an emphasis on field and office engineering design of capital improvement projects, engineering specifications, legal descriptions, cost estimation, and contract compliance within engineering standards and specifications; prepares the more difficult and complex specifications, drawings, legal descriptions, and cost estimates. This class is distinguished from Supervising Civil Engineer in that the latter is responsible for a section of the Engineering Division, whereas this class has supervisory responsibility over one or more project groups of professional and technical engineering personnel in performing assigned design, specification, and engineering inspection duties.

EXAMPLES

OF ESSENTIAL FUNCTIONS
  • Examines plans, calculations, and specifications for public works construction, alteration and repair projects to ensure compliance with engineering standards and specifications;
  • Performs engineering work on more complex designs for public works construction projects;
  • Coordinates, assigns, reviews, and evaluates the activities of staff performing engineering design, specification, calculations, and inspection activities for assigned projects;
  • Directs and reviews the work and evaluates activities and performance of assigned staff;
  • Makes recommendations for work assignments and disciplinary actions;
  • Assists in the preparation of budgets for Capital Improvement Projects;
  • Checks legal descriptions and cost estimates, interprets plans and specifications for contractors, and determines contractual compliance within engineering standards and specifications;
  • Interprets and administers applicable ordinances relating to project requirements;
  • Prepares necessary engineering reports, legal descriptions, contracts, and correspondence;
  • Acts as a project engineer in dealing with other departments, divisions, other jurisdictions, and agencies;
  • Responds personally or in writing to questions or complaints related to projects and engineering policy;
  • Prepares progress reports and recommends or authorizes progress payments;
  • Approves change orders;
  • Coordinates and directs technical staff in the performance of drafting, survey, and inspection activities;
  • Researches and implements computerized engineering applications;
  • Performs related duties as assigned.
KNOWLEDGE, SKILLS, AND ABILITIES KNOWLEDGE OF:
  • Principles and practices of civil engineering design and construction;
  • Principles and techniques of supervision;
  • Principles and practices of contract administration and project management and evaluation;
  • Applicable codes, regulations, standards, and safety practices;
  • Construction materials, methods, and equipment;
  • Microcomputer engineering applications;
  • Engineering mathematics.
SKILL IN:
  • Performing detailed analysis of designs, specifications, and plans;
  • Applying engineering principles and techniques to the solution of complex civil engineering problems;
  • Scheduling, assigning, reviewing, and evaluating the work of others;
  • Organizing work, setting priorities, and exercising independent judgment;
  • Dealing tactfully and effectively with the public, city staff, other agencies, engineering firms, contractors, developers, manufacturers and others;
  • Preparing clear, concise, and accurate reports and correspondence;
  • Analyzing complex civil engineering data and reports, evaluating alternatives, and reaching sound conclusions.
MINIMUM QUALIFICATIONS

A TYPICAL WAY OF GAINING THE KNOWLEDGE AND SKILLS OUTLINED ABOVE IS:
Equivalent to graduation from a four-year college or university with major coursework in civil engineering and three (3) years of professional engineering experience in design and construction work at a level equivalent to the Assistant Civil Engineer class. Progressively responsible related experience may be substituted for the college coursework on a year-for-year basis.

OTHER REQUIREMENTS

Must possess a valid California Registration as a professional Civil Engineer. Must possess a valid California driver's license and have a satisfactory driving record.
