The Office of the Vice Chancellor of Finance (VCF) and Campus Chief Financial Officer (CFO) provides effective financial, analytical, and administrative management to our campus partners. The VCF-CFO office includes the Controller’s Office, Capital Finance, Financial Planning & Analysis, University Business Partnerships & Services, and the Finance Immediate Office. Together, these teams oversee university financial services and controls, lead an integrated approach to planning and development, and provide accurate and timely information and analyses to inform campus decision‑making.

Position

Summary

The Director of Capital Finance and Treasurer reports to the VCF-CFO. This role is responsible for strategy development and management of the campus’s cash and longer‑term capital resources – it includes liquidity and investment management, debt portfolio oversight, and capital projects assessment. The role is responsible for establishing strong internal controls to protect the financial health of the organization and for designing personnel professional development incentives to nurture a culture of high performance.

The Director balances a high degree of autonomy while advising and coordinating with campus senior leaders and the UC Office of the President (UCOP) on matters relating to the treasury team’s objectives, policies, and processes. The Director will proactively monitor the market environment, maintain key relationships with external and internal partner units, and recommend to senior leaders appropriate actions to ensure financial stability paired with acceptable risk‑adjusted return.

This role will oversee the development and management of our 10‑year strategic capital plan that will guide funding strategies for $2–$3 billion in capital projects. They will review capital construction budgets in the hundreds of millions and multi‑million dollar real‑estate acquisition or P3 partnerships, advising the Chancellor, EVCP, and the VCF‑CFO. Additionally, they will oversee the campus’s cash management and balance sheets, or 3.2 billion in distributed capital balances.

Annual redistribution of funds has an annual budget impact of $150 million per year. Part of this role will mean coordinating with the Office of the President, as certain features of the treasury role and the capital budget are managed by UCOP. The UC Treasury manages over $100 billion in annual cash flows and serves as a system‑wide partner in cash and liquidity management, banking services, and cash forecasting.

Responsibilities

The Director will lead their team on:

Campus‑wide cash management
  • Monitors and analyzes bank accounts’ activity and balances.
  • Prepares cash forecasts for liquidity management and investment purposes.
  • Maintains and communicates appropriate metrics and dashboards.
Bank and related financial partners relationships
  • Establishes key account contacts at the partners.
  • Meets with the partners regularly to seek updates on relevant market and economic developments, new products and services, and peer benchmarking.
Inter‑campus liquidity management and financing
  • Maintains active communication with division finance leads across campus to coordinate and assist in related initiatives.
  • Creates and maintains financial standards that guide project‑specific financial decision making.
  • Acts as a resource for the financial feasibility review for major capital projects undertaken by campus.
  • Evaluates and recommends capital funding strategies including cash, debt, and public‑private partnerships.
  • Working with campus partners, develops and executes on the 10‑year capital plan.
  • Evaluates new campus capital investments, including new construction, capital renewal, real‑estate acquisition, and technology.
  • Develops, modifies, and executes appropriate internal controls to protect University resources.
Investment management
  • Recommends to the senior team and executes investment decisions and reporting.
