Position Summary

The Director of Capital Finance and Treasurer reports to the VCF-CFO. This role is responsible for strategy development and management of the campus's cash and longer-term capital resources – including liquidity and investment management, debt portfolio oversight, and capital projects assessment. The Director establishes strong internal controls, designs professional development incentives, and advises campus senior leaders and the UC Office of the President on treasury functions.

The Director will manage a 10-year strategic capital plan, oversee capital construction budgets, and coordinate with the UC Treasury which manages over $100B in annual cash flows.

Responsibilities

Campus-wide cash management

  • Monitors and analyzes bank account activity and balances.
  • Prepares cash forecasts for liquidity management and investment purposes.
  • Maintains and communicates appropriate metrics and dashboards.

Bank and related financial partners relationships

  • Establishes key account contacts at partners.
  • Meets with partners regularly to discuss market developments, new products, and peer benchmarking.

Inter-campus liquidity management and financing

  • Communicates with division finance leads to coordinate related initiatives.

Capital finance

  • Creates and maintains financial standards that guide project-specific decision making.
  • Provides financial feasibility review for major capital projects.
  • Evaluates and recommends capital funding strategies including cash, debt, and public-private partnerships.

Capital investment strategy

  • Develops and executes the 10-year capital plan with campus partners.
  • Evaluates new campus capital investments, including construction, renewal, real estate acquisition, and technology.
  • Develops, modifies, and executes internal controls to protect University resources.

Investment management

  • Recommends investment decisions and reports to senior leadership.
  • Develops the investment policy and monitors compliance.
  • Ensures alignment between UC Berkeley’s investment strategy and UC objectives.

Debt portfolio management

  • Partners with the Office of the President to oversee the campus debt portfolio.
  • Maintains the debt model and performs due-diligence for new debt issuances and refinancing.
  • Monitors compliance for Berkeley’s tax-exempt bonds.
  • Develops financing strategies for capital projects and monitors their effectiveness.
  • Models debt capacity to provide options for future debt utilization.

The Director supervises and develops the treasury and capital finance team.

Required Qualifications
  • Extensive knowledge and experience in financial management, reporting, cash management and forecasting, budgeting and capital allocation, investment instruments, market dynamics, and macroeconomics.
  • Excellent verbal and written communication skills; ability to lead change with diverse audiences.
  • Strong interpersonal and collaboration skills; effective across all organizational levels and diverse populations.
  • Ability to multi-task, manage time, and deliver results with limited supervision.
  • Ability to establish accountability structures and internal controls.
  • Analytical and problem-solving skills; ability to advise executives and lead change.
  • Strong people-management skills to coach, mentor, and develop others.

Education / Training
  • Advanced degree in a related field and/or equivalent experience and training.
Preferred Qualifications
  • Professional certification preferred.
