Responsibilities

The Director will lead their team on:

Campus-wide cash management
  • Monitors and analyzes bank accounts' activity and balances.
  • Prepares cash forecasts for liquidity management and investment purposes.
  • Maintains and communicates appropriate metrics and dashboards.
Bank and related financial partners relationships
  • Establishes key account contacts at the partners.
  • Meets with the partners regularly to seek updates on relevant market and economic developments, new products and services, and peer benchmarking.
Inter-campus liquidity management and financing
  • Maintains active communication with division finance leads across campus to coordinate and assist in related initiatives.
Capital finance
  • Creates and maintains financial standards that guide project specific financial decision making.
  • Acts as a resource for the financial feasibility review for major capital projects undertaken by campus.
  • Evaluates and recommends capital funding strategies including cash, debt, and public private partnerships.
Capital investment strategy
  • Working with campus partners, develops and executes on the 10-year capital plan.
  • Evaluates new campus capital investments, including new construction, capital renewal, real estate acquisition, and technology.
  • Develops, modifies, and executes appropriate internal controls to protect University resources.
Investment management
  • Recommends to the senior team and executes investment decisions and reporting.
  • Develops the investment policy and monitors compliance.
  • Maintains a regular contact with the UC investment team to ensure alignment between the UC Berkeley investment strategy and the UC's objectives.
Debt portfolio management
  • Partners with the Office of the President to oversee the campus's debt portfolio.
  • Maintains the debt model and performs due diligence activities regarding the issuance of new debt and refinancing of existing debt.
  • Monitors compliance required for the Berkeley's tax-exempt bonds.
  • Development and the implementation of financing strategies for capital projects or University projects and initiatives that benefit from a debt or financing strategy.
  • A review of existing financing and debt strategies to ascertain their appropriateness given the University's current and long-term financial outlook with the intent to integrate these strategies more fully with the University's annual operating and capital budget.
  • Continuously modeling debt capacity to provide the VC CFO with options regarding prospective utilization of debt in furtherance of the University's mission and strategic goals.

The Director supervises and develops the treasury and capital finance team.

Required Qualifications
  • Extensive knowledge and experience in financial management, reporting and analysis, cash management and forecasting techniques, budgeting and capital allocation, characteristics of investment instruments for liquidity management and for long-term risk-adjusted return, public and private markets dynamics, and macroeconomics.
  • Strong ability to effectively communicate verbally and in writing; effective listening & communication skills to lead sustained change with diverse audiences.
  • Strong interpersonal skills and collaboration ability to work effectively across the organization at all levels; ability to interact with diverse populations.
  • Ability to multi-task and manage time well and deliver results with limited supervision.
  • Ability to evaluate processes to establish and maintain appropriate accountability structures and strong internal control elements.
  • Ability to analyze and navigate complexity, advise executives, problem solve, make sound decisions, and lead change.
  • Strong people leadership skills to assess, coach, mentor, and develop others.
  • The curiosity to stay current with market and financial innovation, eagerness to explore and test new opportunities within the organization's approved key policies and goals.
