Departmental Overview

The Office of the Registrar serves as the vital bridge between UC Berkeley's academic mission and the student experience. As the University's chief academic data steward, we uphold institutional integrity by ensuring that records and processes remain accurate, consistent, and aligned with our core values and standards. We operate within Enrollment Management and the Division of Student Affairs to support the full student lifecycle, blending higher education best practices with innovative technology.

We work to align people and systems and foster collaborative partnerships across a complex academic environment.

Position Summary

The Associate Registrar provides strategic leadership for core operational areas within the Office of the Registrar, overseeing the end-to-end lifecycle of enrollment and registration, including readmissions and special programs. This role directs tuition and fees administration for the general student population and manages the integrity of academic records (grades, transcripts, diplomas). It also leads compliance functions including FERPA oversight, residency determinations, enrollment verifications, and Veterans Affairs benefits certification to ensure accuracy, timeliness and student focus.

The Associate Registrar partners with university leadership, faculty, deans, department chairs, and academic committees to identify improvements, develop policies, and implement best practices. They drive process improvements and software implementations in a highly decentralized environment, coordinating across 15 schools and colleges. The role requires strong negotiation, persuasion and collaboration skills, and the ability to handle sensitive situations while building collaborative relationships campus-wide.

The Associate Registrar empowers the team to own projects and provides guidance to align efforts with divisional priorities and campus standards. They serve as a key partner in system development projects affecting students, staff and faculty. Through strategic leadership, operational excellence, and team development, the role advances institutional goals and fosters a culture of innovation and student success. This position is part of a broader organizational shift toward a more expansive and collaborative leadership model.

Responsibilities

Registration, Enrollment, Tuition, and Fees (25%)

  • Oversee and manage the planning and continuous improvement of campus registration and enrollment processes for all students, including tuition, fees, readmission, and special programs.
  • Collaborate with Berkeley Information Technology to ensure efficient, user-friendly enrollment processes through Campus Solutions.
  • Ensure accurate enrollment modifications, fee assessments, and student account updates.
  • Coordinate the assessment and maintenance of tuition, mandatory and course-specific fees for all student populations in alignment with University, state, and federal regulations.

Grades, Transcripts & Diplomas (25%)

  • Oversee accurate and timely processing of grades, transcripts, and diplomas, ensuring operational excellence.
  • Provide guidance to assistant registrars in partnering with academic departments to collect grades, resolve concerns, and maintain compliance with policies and best practices.
  • Direct the implementation and enhancement of technology solutions to improve efficiency and transparency.
  • Use data and reporting to monitor timeliness, compliance, and continuous improvement in grading, transcript, and diploma operations.

Compliance (25%)

  • Verifications:
    Oversee accurate and timely processing of verifications, subpoenas and notary requests, ensuring submissions comply with policies and federal regulations; oversee reporting to the National Student Clearinghouse and resolve system/data discrepancies.
  • Veterans Benefits:
    Lead Veterans Affairs benefits certification, ensuring compliance with VA, CSAAVE, and DoD regulations for accurate eligibility and timely reporting.
  • Residency:
    Supervise residency determinations, provide guidance to students and campus departments, and oversee staff who determine California residency for tuition purposes as mandated by law and policy.
  • FERPA:
    Interpret FERPA and other regulations to ensure data protection and compliance.
  • Monitor compliance metrics, generate reports, and implement process improvements to strengthen efficiency and data integrity.
