Residential and Student Services Programs (RSSP) is part of the Division of Student Affairs under the direction of the Assistant Vice Chancellor of Residential and Student Service Programs. RSSP provides and manages residential student housing, residential life programs, custodial and maintenance services, capital and minor capital projects, self‑operated dining services for undergraduate and graduate students, 970 family apartments, and child care services.
RSSP also conducts a year‑round conference program.
Position Summary:
The Senior Project Manager manages the design and construction of capital projects and planned major maintenance projects, including renovations, expansions, new facilities, infrastructure, and landscape projects. The role collects, develops, and analyzes technical data to determine project requirements, prepares information regarding specifications, materials, equipment, estimated costs, and completion times, and assists in the development, planning, and prioritization of capital improvement, major maintenance, and space planning programs for all RSSP facilities.
The Senior Project Manager collaborates with outside agencies and campus partners on shared projects, coordinates project processes from initiation to financial closure, and supervises the RSSP project workflow.
- Coordinate with campus and independent agencies to determine delivery methods, negotiate construction contracts, and review, manage and oversee construction activities including contractor schedules, RFIs, submittals, change order requests, and punch lists.
- Act as RSSP liaison among project participants and resolve problems or conflicts, recommending solutions to disputed issues or contractor claims.
- Ensure proper project close‑out and turnover of operations and maintenance manuals and record drawings to RSSP.
- Develop criteria and performance specifications required to meet unique operating requirements and multiple building and safety codes; ensure plans and specifications conform to all codes and regulations.
- Prepare plans, details, and/or specifications for maintenance projects; informally bid or negotiate project work and oversee construction activities.
- Supervise and provide guidance to other RSSP project managers, coordinators and analysts.
- Ensure projects progress and complete per standards and emphasize completing project data for department metrics.
- Manage the project program, including meetings with clients to define scope and program.
- Formally establish campus projects, working with other units, departments, and the Office of the President to facilitate funding transfers.
- Coordinate hiring of architectural, engineering, and consulting firms to develop project requirement definitions, design criteria; prepare layouts and detail drawings; provide leadership and management.
- Prepare and approve cost estimates, functional studies, establish project schedules and budgets, review milestones, and monitor adherence to master plans, budgets and schedules.
- Supervise RSSP project workflow, including work orders assigned through the computerized maintenance management system.
- Manage and research RSSP building standards and library; communicate them to RSSP, Student Affairs, campus and external design professionals, vendors, and contractors.
- Review building conditions and stored materials as part of the RSSP capital improvement program and space planning.
- Perform organizational, campus and administrative activities not directly related to projects, including service on campus committees representing the department or unit.
- Advanced knowledge of building and construction, design, construction contract administration and California Building Codes, including industry practices or deep expertise in a highly specialized discipline.
- Advanced project management skills to effectively manage highly complex projects or critical project components.
