Position SummaryThe Senior Program Manager and Staff Attorney designs and directs innovative national programming to build capacity to combat public corruption, promote civil rights protections, and support state-level administrations. The role includes developing program proposals and MOUs, creating model policies and practices, engaging with program participants, supervising student researchers, designing curriculum, and partnering with student organizations to advance the Center s mission.
As the Center grows, the position may hire additional staff.
The position requires significant experience developing and leading sensitive and high-stakes programming, litigating and enforcing civil rights and/or anti-corruption, staff development, budgeting (including gifts and grants), intergovernmental cooperation, and scalable training opportunities for students.
Responsibilities- Program Design and Partnership Lead:
Design and develop programs engaging students, practitioners, policy-makers, and the public; coordinate with internal partners and stakeholders to advance practicums and experiential learning opportunities. - Program Management:
Administer programs to strengthen state and local capacity; supervise student employees and staff; partner with faculty and external institutions to design and implement programs. - Direct Impact Work:
Draft amicus briefs and other materials; make court appearances as needed; design student-learning opportunities; build coalitions and partnerships; oversee research and outreach activities. - Program Evaluation and Budget Management:
Assess program effectiveness; solicit feedback; participate in budgeting processes; report on progress; identify opportunities to improve efficiency and sustainability. - Fundraising and External Relations:
Identify funding opportunities; represent the Center with external partners; develop proposals for new initiatives. - Supervision:
Hire, train, and supervise student employees; support workforce planning and staffing initiatives as the Center grows; guide research and program-related activities. - Other duties as assigned.
- Advanced knowledge of federal and state constitutional and administrative law and practice.
- Expertise in legal research, analysis, and advocacy strategy.
- Strong understanding of program design, development, and evaluation.
- Strong interpersonal skills to work with faculty, students, staff, external partners, and diverse environments.
- Familiarity with law student development and legal education frameworks.
- Ability to exercise sound judgment, maintain confidentiality, and use discretion.
- Proficiency with standard productivity and communication tools (e.g., Office Suite, Google Workspace, Zoom); ability to learn new systems.
- Strong project and program management skills with ability to oversee multiple initiatives and ensure high-quality deliverables.
- Excellent written and oral communication skills, including report writing, policy materials, and public presentations and trainings.
- Significant litigation and/or administrative enforcement and policy experience; experience leading intergovernmental or coalition policy building.
- Experience developing and administering multi-source budgets, including grants and restricted funds.
- Strategic planning and advanced problem-solving skills; ability to design long-term initiatives influencing legal and policy outcomes.
- Thorough understanding of complex legal issues; strong legal research, analytical, and persuasive writing skills for drafting legal documents.
- Commitment to ethical standards and attention to detail; experience supervising and/or directing others; ability to collaborate with diverse groups.
- Commitment to inclusivity and fostering a collaborative environment within the UC Berkeley community.
- Ability to engage with individuals from varied backgrounds and perspectives.
- Advanced degree in Law (J.D., LL.M., or equivalent experience/training). (Required)
- Bar admission in good standing (California). (Required)
