Job Overview

The Department of Public Health for St. Louis County is looking to hire a part‑time Office Services Representative to support its Emergency Preparedness Program. This position will perform a wide range of administrative and office support functions—including significant typing, data entry, and/or heavy public contact.

Salary ranges from $15.62 to $18.74 per hour depending on experience. The role is 20 hours per week and is eligible for paid time off in accordance with hours worked as well as holiday pay if they work 20 or more hours per week. The position is grant‑funded through June 30, 2028.

Responsibilities
  • Perform a wide range of office support functions for the Emergency Preparedness Program, including significant typing, data entry, and/or heavy public contact.
  • Provide phone coverage and direct calls by taking messages, scheduling meetings, and referring callers to appropriate personnel.
  • Monitor, maintain, and update reports, logs, lists, spreadsheets, and databases.
  • Input information from forms, applications, vouchers, and other source documents using a computer, terminal or scanner to establish and update records.
  • Generate documents, including contracts, reports, summaries, work orders, supply orders, and billings.
  • Receive, review, process, and issue vouchers, invoices, purchase orders, applications, work orders, registrations, permits, and licenses.
  • Monitor and order supplies and equipment, including management of the Emergency Preparedness storage and inventory; may require regular lifting and moving of equipment weighing 30 lbs or more.
  • Provide assistance or backup to other staff as needed.
  • Assist with grant management.
  • May work during emergencies or high‑pressure situations.
  • Assist with points of dispensing or distribution and other potential response scenarios; perform other duties as required or assigned.
Qualifications
  • Equivalent to three years of professional work experience in a general office environment.
  • Preferences may be given to applicants as follows:
    • Public sector work experience.
    • High‑volume customer service environment.
    • Hands‑on involvement in emergency preparedness activities.
    • Background in administrative or logistical support during high‑pressure or time‑sensitive situations.
Selection and Appointment

A selection committee will evaluate qualifications and administer interviews. Candidates must earn a qualifying grade of 70 or more on the interview. Following interviews, selected candidates will receive an email with instructions to complete a Conviction Questionnaire within three days. The five top ranking candidates will be certified to the Department Director for final appointment decision.

Conditional offers require a urinalysis to screen for illegal drug use, conducted by a reputable laboratory and covered by the County. New employees must attest their COVID‑19 vaccination status within 30 calendar days after their first day of employment. Unvaccinated employees must submit to weekly COVID‑19 testing until fully vaccinated or St. Louis County achieves a 70% vaccination rate and moderate transmission as defined by the CDC.
