Boeing Test & Evaluation (BT&E) is seeking an exceptionally qualified and highly motivated Senior Manager Military Programs Flight Test Safety in Berkeley, MO;
Edwards AFB, CA;
Seattle, WA; or Patuxent River, MD
. This senior manager will lead and mentor a high-performing team of Aviation Safety Officials while focusing on evolving and improving Safety Management Systems (SMS) processes within BT&E’s military test programs.
- Support development and management of the Boeing Test & Evaluation Safety Management System (SMS).
- Develop key performance indicators (KPIs) to measure system health.
- Promote, conduct, plan, and manage Safety Assurance activities, including audits.
- Conduct and support safety promotion efforts.
- Investigate safety reports to implement proactive and reactive risk mitigation.
- Measure and promote a positive safety culture.
- Share data with business partners to improve enterprise safety.
- Conduct audits and use data for continual process improvement.
- Engage with industry partners to utilize best practices.
- Develop and manage safety requirements early in design and throughout the test life cycle, emphasizing test operations.
- Perform safety engineering activities to support ground and flight test preparation, including development of Flight Test Plans (FTPs) with a focus on Test Hazard Analyses (THAs) and mitigation plans, and review test procedures.
- Lead Safety Risk Management (SRM) activities and Safety Action Groups (SAGs).
- Provide safety assurance through interface with safety data analysts, Quality Assurance (QA), and Environmental Health and Safety (EHS) counterparts.
- Support flight and ground test operations safety during testing, including pre‑test briefs, debriefs, and after‑action reviews.
- Review engineering designs, test operations, change proposals, deficiency reports, and deviation/waiver requests for potential flight test safety impacts.
- Conduct periodic safety assessments per DCMA 8210 and Enterprise SMS.
- Lead and participate in incident investigations and root‑cause/corrective‑action analyses.
- Lead and facilitate aircraft impound investigations.
- Prepare presentations, analyses, and reports for government/customer safety boards, program design reviews, and test/mission readiness reviews.
- Deliver oral and written presentations to peers, program management, senior leadership, customers, and regulatory agencies.
This position is expected to be 100% onsite. The selected candidate will work onsite at one of the listed locations.
Basic Qualifications (Required)- Active U.S. Secret Security Clearance (U.S. Citizenship Required); a clearance active in the past 24 months is considered active.
- Ability to obtain U.S. Government program access (U.S. Citizenship required).
- Bachelor of Science degree in Engineering, Engineering Technology, Computer Science, Data Science, Mathematics, Physics, Chemistry, or a non‑U.S. equivalent directly related to the role.
- 5+ years of experience with test hazard/risk identification and mitigation plans.
- 7+ years of technical experience in aviation safety, systems safety analysis, safety management systems, ground test, flight test, aviation operations, or test hazard analysis in a commercial and/or military environment.
- Capable of traveling up to 30% of the time.
- 10+ years of related work experience or an equivalent combination of education and experience.
- Existing Special Access Program (SAP) clearance in Air Dominance.
- 7+ years of flight and/or ground test experience.
- Prior Test Conductor (TC) or Test Director (TD) experience.
- Prior Aviation Safety Officer (ASO) or Aviation Safety Investigator (ASI) experience.
- Experience with DCMA instruction 8210.1 and contractor flight and ground operations.
- Experience in Safety Management Systems training (ICAO Annex 19, FAA 14 CFR Part 5, AC 120‑92D).
