Position Summary
The Assistant Environmental Construction Permitting Manager supports the Environmental Construction Permitting Manager in overseeing environmental compliance, permitting, and execution for oil and gas construction activities in Alaska. This role serves as a key liaison between the Client Company, project management, construction teams, and regulatory entities to ensure compliance with environmental permits, FERC requirements, and company standards. The Assistant Manager is empowered to enforce compliance, manage variances, and take decisive action—including work stoppages—when serious violations occur.
Key ResponsibilitiesEnvironmental Compliance & Program Oversight
- Serve as the primary point of contact for the Client Company’s Environmental Inspection (EI) Program
. - Support and oversee overall project environmental compliance, planning, and execution across all spreads and work areas.
- Ensure environmental compliance programs are implemented consistently and effectively throughout construction.
- Monitor field performance to identify compliance risks and escalate issues as needed.
FERC Compliance & Reporting
- Review weekly FERC Environmental Inspection reports for accuracy, completeness, and compliance trends.
- Track findings, corrective actions, and resolutions to closure.
- Oversee the FERC variance process
, including coordination, documentation, and regulatory communication. - Act as Level 2 authorized signatory for FERC variance approvals.
Authority & Enforcement
- Empowered to order project-wide or spread-level shutdowns due to:
- FERC non-compliance
- Stop Work Orders or imminent environmental risk
- Communicate shutdown decisions clearly to Construction, Environmental Inspectors, and Project Leadership.
- Support investigations, corrective actions, and restart approvals following shutdowns or violations.
- Assist with interpreting permit conditions and translating requirements into actionable construction controls.
- Support integration of environmental requirements into construction planning, sequencing, and execution.
- Interface with field Environmental Inspectors to ensure consistent application of permit conditions.
- Participate in pre-construction meetings, progress meetings, and compliance briefings.
Coordination & Documentation
- Maintain environmental permit documentation, compliance logs, and regulatory correspondence.
- Support internal and client reporting on compliance status, risks, and emerging issues.
- Assist with audits, inspections, and regulatory inquiries.
- Contribute to continuous improvement of environmental compliance processes and field execution practices.
Required Qualifications
- Bachelor’s degree in Environmental Science, Environmental Engineering, Natural Resources, or a related field (or equivalent experience).
- Minimum of 5 years of experience in environmental permitting and construction compliance, preferably in oil and gas or large linear infrastructure projects.
- Working knowledge of FERC environmental compliance requirements
, inspection programs, and variance processes. - Experience working directly with Environmental Inspectors and construction teams.
- Proven ability to identify risks, enforce compliance, and make sound decisions under pressure.
- Strong documentation, reporting, and communication skills.
- Ability to travel to and work in remote Alaska project locations.
Preferred Qualifications
- Experience with Alaska oil and gas or large-scale energy infrastructure projects.
- Familiarity with multi-spread construction environments.
- Prior authority for stop-work or shutdown decisions in a regulated construction environment.
- Environmental certifications or regulatory compliance training.
