Description
SUMMARY:
The Human Resources (HR) Assistant I/II provides administrative support to the Human Resources department on all personnel matters and assists with day-to-day operations. The position requires an extremely perceptive person who is capable of relating to individuals at all levels. As unique situations present themselves, the incumbent must be sensitive to AVCP’s needs, employee goodwill, and the public image. This is a career ladder position.
(The movement to a Level II position requires achievement of the required skills as well as availability to move forward as the HR departmental budget permits.)

HR Assistant I (Grade4)
- Complies with and participates in established policies and procedures, corporate and department objectives, quality improvement program, and safety standards.
- Reviews employment application and assess applicant’s knowledge, skills, and abilities related to job requirements for eligible positions s up all applicants on associated position matrix.
- Follow up with related clerical aspects of, such as sending out Thank you letters to those not hired.
- Coordinate all vacancy posting by tracking applicants who apply for vacant positions.
- Act as liaison with employment agencies, preparation and liaison with advertising agencies and employment verifications, when necessary.
- Processes all correspondence/questionnaires relating to employment from various agencies concerning unemployment, mortgage loans, etc.
- Prepare and maintain employee’s file, assuring accuracy, compliance and confidentially. i.e.
unemployment claims, verifications, I-9 status and State regulations.
- Performs customer service functions by answering employees requests and questions.
- Assists with processing of terminations.
- Schedules meetings and interviews as requested by HR Coordinator.
- Makes photocopies, faxes documents and performs other clerical functions.
- Files papers and documents into appropriate employee files and prepares new employee files.
- Certified within the Drug Testing Program to provide testing of employees as required.

- Maintains strict confidentiality of information.

Abilities needed to advance to level II
• All HRA I duties noted above.
- Assess applicant’s knowledge, skills and abilities related to job requirements for eligible positions at AVCP.
- Coordinate background checks (prior employment references, transcripts, etc. to gain adequate information on which to base a selection decision.
- Analyzed information provided on a prospective applicant’s application form for completeness.
- Assist in professional recruitment efforts as requested.
- Completion of weekly reports on employment activities.
- Ability to work well with various partners
- Maintains strict confidentiality of information.

KNOWLEDGE AND COMPETENCIESTo perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill and/or ability required. Must be willing to work flexible hours as needed. Trustworthiness is required. This position is subject to Native Preference per P.L. 93-638.
EducationI:
High school diploma or GED required. At least one (1) year of work experience in an administrative support role. Previous HR experience is strongly preferred.
II:
In addition to the education and requirements for Level I, the Level II will additionally, at least six (6) more months of direct and proven human resources experience. Previous evaluations noted as good to excellent. Proven ability to effectively present information and respond to questions from communities, peers, and the general public.
Proven ability to write reports and correspondence as required.
Ability to work in a cross-cultural environment is required.
