The Accountant Supervisor II is responsible for reviewing and supervising the work of Advanced Accountants and other accountants, supervising the Debt Collection Unit, aiding in year‑end closing, and serving as a backup for 302 processing. The incumbent trains staff in preparing accurate reconciliations of all bank accounts, gift cards, and financial transactions, ensuring GAAP application and proper internal controls. The role requires a working knowledge of the systems used by BCDSS, including Microsoft Dynamics (D365), the MD CJAMS system, the Client Eligibility and Enrollment System (E&E), the Foster Care Payment Legacy System, and FMIS.
The incumbent must also meet all imposed daily, weekly, and monthly deadlines.
- Provides advice, training, and guidance to an Advanced Accountant and other accountants while reconciling all bank accounts, gift cards, salary advances (monthly summary), MA copay (monthly summary), working fund (monthly summary), and other financial transactions.
- Analyzes and interprets records and reports accessed through Microsoft D365, MD CJAMS system, the E&E system, Foster Care Payment Legacy System, and FMIS.
- Assists internal and external auditors who examine agency records by providing relevant source documents and reports while ensuring internal controls are maintained.
- Serves as a backup when necessary for running and reconciling the D365 Check Issuance reports transmitted to DHS each month.
- Reesolves complex accounting issues.
Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in auditing.
Experience: Five years of experience examining, analyzing, and interpreting accounting systems, records, and reports by applying generally accepted accounting principles, including three years performing advanced duties in cost accounting, systems accounting, federal fund accounting, or bond and loan accounting.
Notes- Candidates may substitute a Bachelor's degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in auditing, for the required education.
- Applicants who met CPA examination admission requirements before July 1, 1974 will be considered to have met the educational requirement.
- A CPA certificate or a Master's degree in accounting may be substituted for one year of the required general accounting experience.
- Applicants may substitute one year of professional auditing experience for one year of the required general experience.
- Military service as an Accounting Officer or Financial Management specialty, commissioned officer, may be substituted for the required experience and education on a year‑for‑year basis.
Preferred Qualifications
- Two years experience reconciling bank accounts.
- Two years experience supervising staff.
- Two years experience using Microsoft Office including D365 and FMIS.
- Two years experience preparing accounting and compliance reports.
