Technical SETA SME - Communications

What You Will Do:

The objectives of the Technical SETA are to assist with the coordination, monitoring, communication, and integration of all technical aspects of the Program lifecycle that includes:

* Attend meetings, workshops, conferences and testing events as a Subject Matter Expert

* Assist with the development of presentations such as Program Management Reviews

* Serve as a Liaison between Performers, Test & Evaluation contributors, Government and Transition partners

* Review, provide analysis, and make recommendations concerning technical reports, data and Performer approaches

* Select, establish, curate, and maintain collaborative communication, issue tracking, and configuration environments for use by the program

* Provide reach-back support for program related requirements for systems integration, design, development, modeling and simulation, data analytics and architecture design

* Examine data sources and literary sources for emerging technology related to the Program

* Provide technical support and expertise on new concepts beyond the Program but integral to the Program's success

What You Will Need:

* An ACTIVE and MAINTAINED TS/SCI Federal or DoD security clearance with a polygraph

* Bachelors' degree in electrical engineering, computer engineering, computer science, applied physics, or a related technical field

* FOUR (4) or more years of experience involving one or more of the following: wireless communications systems and protocol development, RF engineering and antenna systems, signal processing for communication waveforms

* TWO (2) or more years of experience using test and measurement equipment relevant to advanced communication technologies, such as spectrum analyzers, oscilloscopes, or RF test platforms

* TWO (2) or more year of experience managing a multi-disciplinary research and development (R&D) or Test and Evaluation (T&E) team, including creating program plans, work breakdown structures, and milestone schedules

What Would Be Nice to Have:

* Masters' degree or PhD in electrical engineering, computer engineering, computer science, applied physics, or a related technical field, with four plus (4+) years of work experience

* FOUR (4) or more years of experience with programming languages or tools commonly used in communications R&D, such as GNU Radio, Redhawk, LabVIEW, Python, MATLAB, C/C++, or embedded systems software

* TWO (2) or more years of experience with applying machine learning, deep learning, or advanced statistical signal processing to communications tasks

* TWO (2) or more years of experience in the Intelligence Community (IC), including experience with requirements, CONOPS, and transition

* Awareness of supply‑chain security and integration considerations for communications hardware, RF subsystems, antenna components, and SDR‑based systems

* FOUR (4) or more years of experience managing a multi-disciplinary research and development (R&D) or Test and Evaluation (T&E) team

* ONE (1) or more year of experience as a Project Manager or Deputy Project Manager
