Responsibilities
* This is for an upcoming future opportunity. This position is part of a proposal effort and is contingent upon contract award. This will be based out of Bethesda, MD. The Senior ODS Engineer provides technical engineering and program support to the Naval Surface Warfare Center, Carderock Division (NSWCCD) in the area of Ozone Depleting Substances (ODS) and Greenhouse Gases (GHG).
This role directly supports the Navy's ODS Subcommittee and related environmental compliance programs, ensuring the Navy maintains mission readiness while meeting federal and international environmental regulations governing ODS and Hydrofluorocarbon (HFC) management. Primary
Duties & Responsibilities (ODS Subcommittee Support)
* Maintain and update the online Authorized Users List (AUL) for the Navy's mission-critical ODS Reserve
* Support responses to Defense Logistics Agency (DLA) requests to review specific requisitions
* Respond to user requests from Fleet units
* Track and publish quarterly Navy ODS Reserve Stockpile Tracking Report
* Analyze proposed EPA and international ODS and HFC regulations for potential adverse impact to Navy operations
* Develop and coordinate comments within Navy and with other military services/agencies
* Collect, analyze, and disseminate information on ODS alternatives for solvent, refrigerant, and fire-fighting applications
* Respond to ODS technical information requests from the Fleet and program offices
* Provide analyses, reports, and briefing materials relating to ODS reserves and HFC phase-down planning
* Maintain and update online ODS information
* Track conversion of Fleet air-conditioning and refrigeration plants from Class I ODS to HFC-134a and HFC-236fa
* Conduct studies on shipboard environmental systems
* Perform legislative reviews, rule making, and international treaty analyses
* Analyze regulatory documents for impact and relevance to Navy programs
* Draft standards and regulations; prepare supporting presentations and briefing materials
* Write, review, edit, and revise technical documents including reports and specifications
* Develop technical assessments and Standard Operating Procedures (SOPs)
* Attend technical and programmatic meetings; provide minutes and track action items
* Arrange, organize, coordinate, and facilitate program reviews and symposia
* Provide data analysis, interpretation of results, and statistical projections
* Support ODS stockpile and HFC phase-down data reporting
Required Qualifications Bachelor's degree in Mechanical, Chemical, Environmental, or Systems Engineering from an accredited College or University
* Shall possess five (5) years of experience in work related to ODS Subcommittee Support
* Must be a US Citizen with an actice Secret Clearance
* Experience in the following skills & knowledge areas:
* Expert knowledge of ODS regulations:
Clean Air Act (42 USC Ch. 85), EPA regulations (40 CFR), and the Montreal Protocol
* Familiarity with OPNAV-M 5090.1 (Environmental Readiness Program Manual) and related Navy environmental policy
* Understanding of HFC phase-down planning and alternative refrigerant, solvent, and fire-fighting technologies
* Experience with DLA processes and Navy supply chain management for controlled substances
* Proficiency in data analysis, report writing, and preparation of technical briefing materials for diverse audiences
* Knowledge of shipboard air-conditioning and refrigeration systems and ODS/HFC conversion status
* Ability to interpret and analyze federal and international environmental regulations for Navy impact
* Proficiency with MS Office products and database management tools
* Ability to obtain/maintain required security clearance Desired Qualifications
* Experience supporting Navy or DoD ODS subcommittees or working groups
* Familiarity with MARPOL 73/78 and International Maritime Organization (IMO) environmental requirements
* Prior experience with Navy Fleet support and program office coordination
* Knowledge of Navy Modernization Process (NMP) and Engineering Change Proposals (ECPs)
* Experience with CDRL preparation and delivery in a DoD contract environment
