The Prince George’s County Department of Social Services is currently seeking qualified applicants to fill an Early Childhood Development and Care Navigator (Community Developer 5G) grade G29 position, in the Administration & Program Services Division.
About the PositionThis is advanced management-level professional and administrative work directing the Strategic Partnerships and Impact Division within the Department of Social Services. The incumbent is responsible for planning, organizing, administering, and evaluating division operations that advance strategic partnerships, community engagement, organizational innovation, and cross-functional initiatives that support the Department's mission and County priorities.
About the AgencyThe Prince George’s County Department of Social Services (PGCDSS) is the primary human services provider in the county, operating as a local agency of the Maryland Department of Human Services. The Department provides opportunities for eligible residents to become independent, responsible, and stable members of the community through public benefit assistance programs. The Department also provides direct support for the safety, permanency, and well-being of children and vulnerable adults living in the county, investigating and addressing instances of suspected abuse or neglect.
The work of PGCDSS is done in an effort to build stronger communities, one family at a time.
- Plans, directs, and administers the Strategic Partnerships and Impact Division.
- Establishes division goals, objectives, strategic priorities, policies, procedures, and performance measures.
- Supervises professional and administrative staff.
- Directs division operations, manages resources, oversees budgets, evaluates organizational performance, and recommends operational improvements that support departmental priorities.
- Develops and maintains strategic partnerships with federal, state, and local agencies, educational institutions, nonprofit organizations faith-based organizations, philanthropic partners, and private-sector organizations.
- Represents the Department in collaborative initiatives designed to improve services and strengthen community outcomes.
- Directs high-impact strategic initiatives designed to improve service delivery and community outcomes.
- Oversees implementation of the Child Care Expansion and Quality Improvement Act, including administration of the County Child Care Navigator Program.
- Coordinates cross-functional initiatives, develops strategic plans, and evaluates program effectiveness using measurable performance Identifies funding opportunities and develops grant proposals supporting departmental priorities.
- Oversees grant administration and reporting.
- Promotes innovation through research, pilot initiatives, and organizational improvement projects.
- Coordinates special initiatives assigned by executive leadership’s indicators.
- Conducts policy research and legislative analysis.
- Develops executive briefings, presentations, reports, and policy recommendations.
- Advises executive leadership on emerging issues affecting human services, strategic partnerships, and community impact initiatives. Coordinates responses to County Executive and County
- Master's Degree from an accredited college or university in Business or Public Administration, Social Services, Sociology, Psychology, or a closely related field.
- Four (4) years of responsible community development work experience with at least two (2) years of supervisory experience.
- Must possess and maintain a valid Class C driver's license.
