Senior Messaging Engineer; cloud focus

Requirements

• Bachelors degree in Computer Science, Information Systems, or a related field (or equivalent experience)
• Over 5 years of experience in supporting enterprise-level messaging or collaboration environments
• Demonstrated expertise in Microsoft Exchange Server (both on-premises and Exchange Online)
• Practical experience with Microsoft Teams, Skype for Business, or other similar communication platforms
• Strong knowledge of Active Directory, Group Policy, DNS, certificates, and authentication protocols
• Familiar with email routing, transport rules, encryption, and secure file transfer systems
• Experience in federal or large enterprise IT settings with stringent compliance requirements
• Exceptional communication skills with the ability to collaborate effectively in a multi-contractor, government-integrated team environment
• Microsoft certifications (e.g., Messaging Administrator Associate, Teams Administrator Associate, or Exchange Expert) are preferred
• Familiarity with Power Shell, scripting, and automation for UCC management tasks is advantageous
• Experience with hybrid or cloud migration projects (Microsoft 365 GCC High or similar environments) is a plus
• Understanding of NIH CIT governance, ticketing workflows, and service delivery processes

• Provide Tier 3 technical support for messaging and collaboration systems including Microsoft Exchange, Microsoft Teams, and other NIH-mandated UCC tools
• Assist with system configuration, integration, and migration activities across NIHs extensive, multi-domain messaging infrastructure
• Implement security and compliance measures for messaging systems in accordance with NIH and federal frameworks (FISMA, NIST, OMB)
• Collaborate with NIH CIT infrastructure, security, and network teams to ensure seamless UCC operations
• Create, maintain, and update technical documentation, architecture diagrams, and standard operating procedures for configuration and maintenance tasks
• Monitor system performance, perform capacity planning, and suggest enhancements for efficiency and scalability
• Participate in scheduled maintenance, upgrades, and system refresh activities as directed by NIH UCC leadership
• Support incident response and troubleshooting efforts to minimize service downtime for NIH end users
• Identify and evaluate training, process improvement, and automation opportunities within NIHs UCC environment

We are looking for a Senior Messenger Engineer to join our NIH Unified Communications and Collaboration (UCC) Team. This role focuses on designing, administering, and supporting NIHs enterprise messaging and collaboration platforms, ensuring system reliability, performance, and security in line with federal standards.
